Programme for Results ‘Operation Climate Operation Climate Programme - Support for the National Determined Contribution: 3rd World Bank implementation support mission

As part of the monitoring of the implementation of the ‘Operation Climate - Support for the National Determined Contribution’ programme, financed by the World Bank under a $350 million results-based loan agreement, a third programme implementation support mission was conducted by the World Bank from 03 to 10 December 2024.

This mission provided an opportunity to take stock of: (i) monitoring the implementation of activities planned under the operation, (ii) reviewing the achievement of indicators, (iii) reviewing fiduciary aspects and environmental and social safeguards, and (iv) monitoring the implementation of measures in the Programme Action Plan (PAP).

  • In this respect, the mission was able to note positive progress in the implementation of the Programme:

Consolidation of Programme governance

With the operationalisation of all the governance bodies: (i) the Programme Management Unit (PMU), which monitors the implementation of the Programme in close coordination with the other entities involved, (ii) the Technical Programme Committee (PTC), made up of members of the PMU and Focal Points, which meets regularly to monitor progress in the implementation of the Programme and (iii) the Programme Steering Committee (COPIL), which represents the strategic body of the Programme, which met for the first time on 9 December 2024. A presentation of the Climate Programme at the next session of the National Commission on Climate Change and Biological Diversity (CNCCDB) is also scheduled for the end of December 2024, thereby formalising the Programme's attachment to this Commission.

Achieving results and disbursement

The mission's review of all the activities planned under the Programme confirmed that implementation is progressing well, with a number of results already achieved, including: (i) a result that has already given rise to a first disbursement under RLD 9.1 (US$2.7 million) in August 2024, and (ii) several others for which verification missions are underway. A total disbursement of US$ 42.2 million is projected for the end of June 2025.

Co-financing from the Asian Infrastructure Investment Bank (AIIB)

The preparation of the co-financing of the Climate Programme by the Asian Infrastructure Investment Bank (AIIB) has made it possible to prioritise certain areas, in particular: (i) climate data with the strengthening of the State Climate Network, (ii) sustainable water management in the oasis zones, (iii) support for local communities through solidarity farming projects and (iv) support for research into the date palm and argan tree sectors. Technical meetings are due to continue in order to finalise the outline of the Additional Programme and consolidate the Results Framework and the Expenditure Framework.
