Budget Department

  • The Budget Department is in charge of:
  • Making proposals and carrying out any study to back the choice of the minister in terms of fiscal policy;
  • Preparing and ensuring the implementation of draft laws and regulations relating to the budget;
  • Preparing the draft budget bills and monitoring the implementation of these laws;
  • Preparing the payment bill and establishing the general account of the Kingdom;
  • Participating in the development and implementation of draft laws and regulations relating to the government
  • Participating in the preparation of plans relating to the economic and social development;
  • Studying in conjunction with the relevant services draft texts or measures having an impact on public finances;
  • Developing, in conjunction with the concerned departments, the draft legislation and regulations relating to products and non-tax and State-owned revenues and ensuring the implementation of legislation and the regulation in this field;
  • Undertaking legal, fiscal and economic studies and conducting assessments of government investment projects in relation with the concerned departments;
  • Controlling the finances of the local authorities and their associations;
  • Giving its opinion on the draft budget of public institutions prior to their approval;
  • Participating in the development and implementation, in collaboration with the concerned departments, regulatory texts relating to statutes, remuneration of the staff of the state and local communities;
  • Participating in the development and implementation of regulatory texts relating to statutes and remuneration of staff of public bodies which list is fixed by a decree of the Economy and Finance Minister;
  • Developing, in collaboration with the concerned departments and services, draft laws and regulations relating to pensions of state employees and local communities;
  • Participating in the development and implementation of laws and regulations relating to the retirement systems of the staff working for public establishments;
  • Ensuring the administrative supervision conferred to the Ministry of Economy and Finance by the applicable laws and regulations on the finances of local governments and their associations;
  • Studying and approving operating and equipment budgets of public institutions whose list is determined by a decree of the Minister of Economy and Finance, as well as the autonomously managed state departments and consultative chambers;
  • Developing nomenclatures of the general budget of the State, autonomously managed services, special treasury accounts and budgets of local authorities;
  • Contributing to the definition of policies governing cleared products, establishing expenditure estimates thereto and ensuring the follow-up;
  • Ensuring the representation of the Ministry of Economy and Finance in the commission of public procurement at the central administrations level and, where appropriate, the level of external services;
  • Contributing to the determination of the strategy and standards related to external financing;
  • Defining the terms of financing projects or programs of the state budgets, local authorities and public bodies whose list is determined by the decree of the Minister of Economy and Finance;
  • Search, negotiate, mobilize, in connection with the management of the treasury and external finance, foreign financing required for the implementation of projects or programs of the state budgets and local authorities and ensuring the follow up of the use of these financings and co-ordination of foreign donor funds involved in this field subject to the responsibilities of the Prime Minister in this regard;
  • Participating in the negotiation of financial protocols and sessions of mixed commissions relating to bilateral cooperation relating to funding the foregoing projects or programs;
  • Participating in the negotiation of protocols on cultural, scientific and technical cooperation;
  • Managing and monitoring, in coordination with the concerned departments, the movement of special Treasury accounts related to the remits of management.
