Department of Administrative and General Affairs

The Department of Administrative and General Affairs is in charge of:

  • Coordinating and ensuring the implementation of organizational schemes of the Ministry services at the centralized and decentralized levels;
  • Participating in the implementation of measures to modernize and promote management methods within the Ministry;
  • Promote planning and programming and developing the techniques of its implementation;
  • Coordinating the development, the implementation follow up and the evaluation of the Ministry's strategic plan
  • Developing, distributing and ensuring the implementation of resources management's standards;
  • Defining the policy of decentralization of the resources' management;
  • Coordinating the implementation of the Ministry's action plan in terms of administrative decentralization and ensuring its implementation;
  • Proceeding to the evaluation of programs and activities related to the areas of management;
  • Defining the management policy of human resources and ensuring its implementation in collaboration with the departments of the Ministry;
  • Coordinating the management of human resources, including recruitment, career development and social action;
  • Developing the Ministry's policy in terms of training, ensuring the implementation of cross-training activities, supporting specific training actions of the departments and ensuring the evaluation;
  • Preparing, implementing and following up the budget of the Ministry;
  • Developing and implementing a process of credit allocation contract conclusion and management control system to this effect;
  • Keeping the budget accounts, including the one relating to the common expenses, special treasury accounts and public debt;
  • Defining the policy for the management of logistics and ensuring its implementation of the Ministry in collaboration with the departments of the Ministry;
  • Ensuring the real estate management of the Ministry in accordance with the regulations governing the field;
  • Establishing, implementing and following up the annual program of works and purchases of properties and services;
  • Defining, coordinating and ensuring the implementation of the information systems relating to the areas of the Ministry's resources management;
  • Continuously defining and adapting the IT policy with the orientations and objectives of the Ministry;
  • Defining the Ministry's strategy in terms of information and communication;
  • Coordinating and ensuring the implementation of the Ministry's information and communication policy;
  • Promoting all action to improve the image and the relations of the Ministry with partners, media and users;
  • Developing communication interfaces with the department of the Ministry;
  • Ensuring the development of internal and external cross-departmental publications;
  • Promoting the use of information and communication technologies for the promotion of departmental information systems;
  • Coordinating and standardizing the management of documentation centers of the Ministry;
  • Developing and implementing an active and integrated management approach of the Ministry's archives;
  • Giving opinions on draft laws and regulations before the matter is discussed.
