Review of public spending in the water and education sectors

Mr. Fouzi LEKJAA, Minister Delegate in charge of the Budget, and Mr. Jesko Hentschel, World Bank Country Director for the Maghreb and Malta, chaired Wednesday March 22nd 2023, an enlarged meeting on the review of public spending. The meeting was attended by representatives of government departments and public agencies, as well as by directors general and directors of the Ministry of Economy and Finance.

Indeed, the Government of the Kingdom of Morocco has decided to review public spending in the water and education sectors with the aim of ensuring efficient use of resources and optimizing investments in these crucial areas.

The assessment will be carried out by the World Bank in collaboration with sector experts and stakeholders. The results of the review will be examined and evaluated by the Government, with a view to taking measures to improve the quality and efficiency of public spending in these sectors.

As for the water sector, the government has identified priority areas for investment such as extending drinking water supply networks, upgrading existing infrastructure, reducing water losses and improving water quality. Measures have also been taken to strengthen water resource management and stakeholder participation in decision-making. In this context, knowing the real cost of water, the flow of funds, and the organizational governance of the sector should provide valuable insights into integrated water resources management strategies.

In the education sector, the government has identified as priority actions the need to invest in teacher training, improve school infrastructure and expand access to education. Measures have also been taken to improve the quality of education and encourage the participation of civil society in educational governance. Within this framework, it will be essential to measure the degree of alignment of resource allocation and policy priorities in order to tackle spending inefficiencies.

A Steering Committee chaired by the Minister Delegate in charge of the Budget will be set up to monitor and support the work of this project.
