Mr. Mohamed BOUSSAID receives the Ivorian Minister in charge of the Budget heading a delegation

Mr. Mohammed BOUSSAID, Minister of Economy and Finance, received, Friday, February 19th, 2016 in Rabat, Mr. Abdourahmane CISSE, Minister for the Budget of the Republic of Côte d'Ivoire who chairs an Ivorian delegation of his Ministry.

In his speech, the Minister of Economy and Finance reiterate​d the Moroccan Government’s commitment and its determination to strengthen and consolidate cooperation and partnership between the Kingdom of Morocco and the Republic of Côte d'Ivoire . He stated that cooperation between Rabat and Abidjan is reflective of the excellent bilateral relations between the two countries.

"The visit of His Majesty Mohammed VI, King of Morocco, to the Republic of Côte d'Ivoire and that of the Ivorian head of State, Mr. Alassane Ouattara, to Morocco, consolidated the Rabat-Abidjan focal point to serve as models for South-South cooperation. It will also at the same time promote the development of the entire African continent ", asserted Mr. BOUSSAID. He added:" the new dynamic characterizing our bilateral economic relations work, now, in favor of a strong and mutually beneficial partnership. It is based on a series of agreements covering various business areas. "

Stressing that the time is sharing, the Minister stated that the commitment of his department in the south-south cooperation is strong. For him, it is evident in the technical support provided to partner countries through the organization of training courses, study visits to the delegations of the African continent that express interest in the expertise of the Moroccan Ministry of Economy and Finance, including the various reform projects undertaken in recent years.

"The various reform projects initiated by our Department make it serve as a flexible model. These include the reform of the Organic Law on the Finance Act (LOF), computerization of tax and customs administrations, the adoption of a new decree on public procurement, the reform of the control over the state-owned public companies and the gradual introduction of active management of the public portfolio, "specified Mr. BOUSSAID. He was honored to share with the Ivorian Ministry of Budget, these experiences and more particularly those relating to the areas of interest expressed in the management of tax administration, public procurement and State portfolio, and share viewpoints during the visit of the Ivorian delegation to the Kingdom.

Mr. Abdourahmane CISSE, on the other hand, stated that this visit is part of the fraternal relations linking the two countries, and that reflect the strategic visions of the two heads of State.

The Minister in charge of the Budget of the Republic of Côte d'Ivoire expressed his wish to conclude these discussions by a partnership agreement between the two ministries, which would allow his administration to take full advantage of the innovative experience of the Moroccan Ministry of Economy and Finance.

Mr. Abdourahmane CISSE noted that his delegation would like to follow the example of Morocco mainly in the field of information systems and telebanking developed by the Tax Administration. At the same time, he recalled the important role that both these two components can play to enable the administration to be more efficient.

Furthermore, the Minister in charge of the Budget of the Republic of Côte d'Ivoire stated that his delegation was very interested in the Moroccan experience in the management of public procurement, in particular as regards the timeliness of public procurement, the participation of SMEs to public procurement and the issue of national preference. He has expressed his wish to benefit from the experience of the MEF in public portfolio management.
