This symposium came in response to promoting reforms undertaken in the area with the aim of consolidating the culture of efficiency and equal opportunity. It consisted of four panels set up around the following themes: - Regulating Tenders: Unilateral and Multilateral Dimensions- Freedom of Access and Testing the Recourse System- Tenders and the Management Capacity of Economic Players- Auditing and Control: Teachings and Avenues of Improvement- Tenders and EthicsIn their keynote speeches, Mr. Mezouar, Minister of Economy and Finance, and Mr. Mats Karlson, executive director for Countries of the Maghreb at the World Bank, and Mr. Said Ibrahimi, General Treasurer of the Kingdom, highlighted the benefits of such a symposium. It will- offer an assessment of the 2007 reform and yield teachings following nearly eighteen months of implementation- reach a consensus on the additional reform measures to be introduced and the actions to take with the aim of significantly improving the management of tenders- set up a code of conduct for reflection, coordination and implementation procedures on the additional reform measures to be taken.
Recommendations proposed during the proceedings of the three workshops held on April 21st mainly relate to the following issues.
- The regulatory system- The management capacity of economic players in areas of tenders- The dematerialization of rules and regulations governing tender proceedings
