Signing of two financing agreements with the AfDB for vocational training and railway infrastructure development

Mr. Fouzi LEKJAA, Minister Delegate in charge of the Budget, along with Mr. Achraf TARSIM, Resident Representative of the African Development Bank's National Office in Rabat, in the presence of Mr. Younes SEKKOURI, Minister of Economic Inclusion, Small Business, Employment and Skills, and Mr. Mohamed Rabie KHLIE, Director General of the National Railway Office, signed two financing agreements with the African Development Bank on Thursday, September 17, 2026, at 9:30 a.m., at the Ministry of Economy and Finance headquarters, for the following program and project :
- Cap-Competence 2030 Programme for Inclusive Vocational Training and Rapid and Sustainable Integration (Cap-competence 2030), amounting to 200 million Euros, or approximately 2.18 billion Dirhams;
- Railway Infrastructure Development Support Project (PADIF), amounting to 205 million Euros, or approximately 2.24 billion Dirhams
The first program aims to contribute to improving the relevance, quality, and diversification of training opportunities through the digitalization of services, mass learning, and integration.
It builds upon the ongoing cooperation between Morocco and the AfDB to implement the objectives of various national strategies, including the New Development Model (2021-2035), the Roadmap for Employment 2025-2030, and the Education and Training Reform.
The second project falls within the framework of implementing the CAP 2030 Strategic Vision (Rail 2040 Plan) and aims to strengthen the capacity and improve the operational performance of the Kenitra-Marrakech rail corridor to support sustainable mobility and better connectivity between Morocco's main economic and urban centers.
On this occasion, the Minister Delegate in charge of the Budget expressed his satisfaction with the level and quality of cooperation between Morocco and the African Development Bank and thanked the institution, represented by Mr. Achraf Tarsim, for its invaluable and consistent support to Morocco in implementing structuring projects and sectoral reforms and strategies.
Following the signing, the Minister Delegate and the Resident Representative of the African Development Bank's Country Office reaffirmed their commitment to further strengthening this exemplary cooperation.
