Working Visit of the Minister of Economy and Finance to Abidjan

The Minister of Economy and Finance, Mrs. Nadia FETTAH, took part in the first edition of the African Development Bank’s (AfDB) Strategic Dialogues, held in Abidjan on January 7, 2026.

​This high-level event provides a privileged forum for exchanges among African decision-makers, particularly ministers in charge of finance and economy. It aims to promote peer-to-peer dialogue, comparison of national approaches, sharing of successful experiences across the continent, as well as the identification and dissemination of concrete and replicable solutions at the African level.

The first edition of these Strategic Dialogues, dedicated to the mobilization of domestic resources, brought together around fifteen African countries to share best practices and reforms undertaken in this strategic area.

On this occasion, the Minister presented the Kingdom of Morocco’s roadmap for the mobilization of tax resources, initiated through the National Taxation Conferences of 2019 and consolidated by the adoption of a dedicated framework law, which set out the structuring orientations and implementation milestones of the reform.

The Minister also highlighted the progressive approach adopted by Morocco in deploying this reform, which has covered the main State taxes, notably personal income tax, corporate income tax, and value-added tax.

She further emphasized the crucial importance of the digitalization of tax processes, as well as the establishment of a lasting relationship of trust between citizens and the administration, as essential levers to ensure the effectiveness and sustainability of the reforms undertaken.

In connection with the role that the AfDB is called upon to play in promoting best practices in domestic resource mobilization, the Minister stressed the Bank’s vocation to act as an aggregator and catalyst of initiatives already launched at the continental level, under the supervision of African tax and customs administrations.

Following her presentation and the discussions that ensued, participants unanimously praised the progress achieved by the Kingdom of Morocco and expressed their interest in benefiting from the Moroccan experience in this field.

It should be noted that the conclusions of this first edition of the Strategic Dialogues will be the subject of a synthesis document, which will be published to ensure wide dissemination of the recommendations formulated.

Moreover, on the sidelines of this conference, the Minister held a bilateral meeting with the President of the African Development Bank Group. Discussions focused in particular on strengthening the Kingdom of Morocco’s positioning within the Bank’s governance, as well as on ways to increase the impact of the AfDB’s interventions, optimize its financial instruments, and consolidate its role as a continental platform of solutions in the service of African states.
