On Tuesday, December 16, 2025, at 2:00 p.m., at the headquarters of the Ministry of Economy and Finance, three financing agreements for a total amount of EUR 450 million were signed between Mr. Fouzi LEKJAA, Minister Delegate to the Minister of Economy and Finance in charge of the Budget, and Mrs. Daniela Beckmann, Director General – North Africa of the German Development Bank (KfW).
This ceremony took place in the presence of his Excellency Mr. Robert DÖLGER, Ambassador of the Federal Republic of Germany in Rabat, and Mrs. Janne RAJPAR, Director of the KfW Office in Rabat, as well as Mr. Nizar Baraka, Minister of Equipment and Water, Mrs. Leila Benali, Minister of Energy Transition and Sustainable Development, Mr. Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment and Skills, Mr. Zouhair Chorfi, President of the National Authority for Electricity Regulation, Mr. Mohamed Rabie KHLIE, Director General of the National Office of Railways, and Mrs. Wafaa Jamali, Director General of the National Agency for Social Support.
These agreements relate to the financing of the following programs:
- Support for climate policies (phase II) in the amount of EUR 100 million. This program aims to support measures related to Morocco’s resilience to climate change and the transition to a low-carbon economy;
- Social protection (phase II) in the amount of EUR 150 million. his financial envelope will be intended to support our country in consolidating the social protection project, particularly the components “Direct Social Assistance” and “the promotion of employment through active programs and openness to NEETs”;
- Program of the mobility and logistics platform of the Casablanca-Settat region (ONCF). Within the framework of this program, KfW contributes EUR 200 million to strengthen rail transport in the Casablanca-Settat region, through the modernization of stations and the development of railway infrastructure and services.
At the conclusion of this ceremony, Mr. Fouzi LEKJAA, Mrs. Daniela BECKMANN and the officials of KfW welcomed the level of partnership and cooperation ties between the Kingdom of Morocco and the Federal Republic of Germany, reaffirming their willingness to strengthen them.
