The Arab Administrative Development Organization, under the supervision of the Ministry of Economy and Finance, organized on October 6 and 7, 2025, in Tangier, the Third Arab Financial Forum for the Sharjah Award in Public Finance, under the theme “Outstanding Experiences in Developing Public Finance.”
The opening session was marked by a speech from Her Excellency the Minister of Economy and Finance, delivered on her behalf by the Director of Administrative and General Affairs, in which she emphasized the importance of such initiatives in supporting the process of modernization and reform within the public finance system, as well as the efforts toward integration and development in the Arab world.
Her Excellency also praised the fruitful partnership between the Ministry and the Arab Administrative Development Organization, which was embodied in the organization of two introductory seminars about the Sharjah Award in Rabat in 2023 and 2024, each followed by a training session — the first on “The Gender Approach in Budget Preparation” and the second on “Public Procurement: Its Economic and Developmental Dimensions and Modern Trends.”
This forum, which gathered around 150 experts and specialists in public finance from 12 Arab countries, aimed to exchange and share experiences and disseminate best practices in the field of public finance.
The forum also served as an opportunity to highlight the experience of the Ministry of Economy and Finance in the field of public finance through two presentations: “Organic Law No. 13-130 on the Finance Law as a Legislative Framework for Modernizing the Management of Public Finances” and “The Role of Auditing in Strengthening Financial Transparency, Accountability, and Public Finance Governance,” presented respectively by Mr. Rouchdi Karim, Head of the Budget Reform Reference Department at the Directorate of the Budget, and Mr. Khalid Baba, Financial Inspector at the General Inspectorate of Finance.
