Mr. Fouzi LEKJAA, Minister Delegate in charge of the Budget, chaired on Tuesday, June 24, 2025, the first meeting of the Interministerial Commission for the Development of the Blue Economy (CIDEB).
This high-level meeting, which brought together several members of the government and heads of the relevant institutions, marks the official launch of the process of developing the roadmap for the Blue Economy Strategy (SNEB). It enabled the validation of the work plan that will guide this strategic initiative, which aims to coherently, integratively, and cross-sectorally structure public policies related to the sea.
This meeting is in line with the High Directives of His Majesty King Mohammed VI, may God assist Him, as expressed in the message addressed on June 9, 2025, to the 3rd United Nations Ocean Conference (UNOC 3) in Nice, and delivered on His behalf by Her Royal Highness Princess Lalla Hasna. In this message, the Sovereign emphasized the need for a sustainable and sovereign use of national marine resources, in the service of growth, territorial justice, and economic sovereignty.
The meeting provided an opportunity for the attending ministers
to share their sectoral visions, make concrete recommendations on the roadmap’s milestones, and identify the main operational and institutional challenges to be addressed to achieve a successful blue transition. The discussions highlighted the importance of coordinated governance, maritime spatial planning based on knowledge, and an investment framework conducive to innovation and sustainability.
The Blue Economy program aims to structure an innovative and inclusive development model, harnessing the vast potential offered by the blue economy in key sectors such as fisheries, port logistics, marine renewable energies, coastal tourism, and the protection of marine ecosystems. It also aspires to make Morocco a fully-fledged maritime nation through the establishment of regional “coastal clusters” as levers of territorial competitiveness and job creation.
In this perspective, the program benefits from enhanced support from technical and financial partners, notably within the framework of the
Blue Economy Support Program, implemented with the support of the World Bank.
