Seventh Meeting of the Observatory on Payment Deadlines

Mrs. Nadia FETTAH, Minister of Economy and Finance, and Mr. Mehdi TAZI, Vice-President General of the General Confederation of Moroccan Enterprises (CGEM), co-chaired the seventh meeting of the Observatory of Payment Deadlines, held at the headquarters of the Ministry of Economy and Finance.

This meeting was organised within the framework of the High Royal Guidelines set out in the speech of August 20, 2018, on the occasion of the 65th anniversary of the Revolution of the King and the People. It calls on public administrations and local authorities in particular to settle their debts to companies, as any delay in payment can lead to bankruptcies and, consequently, significant job losses.

The purpose of the meeting was to review the actions undertaken and those planned to continue the implementation of the roadmap established by the Observatory to improve payment deadlines and protect business rights. In this regard, the CGEM highlighted the positive development of inter-company credit following the entry into force of Law No. 69-21 amending Law No. 15-95 forming the Commercial Code and establishing specific provisions relating to payment deadlines, which has enabled bank credit to once again become the primary source of financing.

This meeting of the Observatory of Payment Deadlines also aimed to assess the progress of the financial penalty mechanism introduced by the aforementioned Law No. 69-21. In this respect, the General Directorate of Taxes presented a statistical report on its implementation for the year 2024.

This report records 17,636 declarations filed by liable companies, reflecting strong adherence to the mechanism. These results demonstrate the effectiveness of the system and offer encouraging prospects for strengthening the business environment and stimulating entrepreneurial initiative.

The meeting was attended by members of the Observatory representing the CGEM, the Ministry of Industry and Trade, Bank Al-Maghrib, the General Directorate of Taxes, the General Treasury of the Kingdom, the Directorate of Public Enterprises and Privatization, the National Agency for the Strategic Management of State Holdings and Monitoring of the Performance of Public Institutions and Enterprises, the Federation of Moroccan Chambers of Commerce, Industry and Services, and the National Agency for the Promotion of Small and Medium Enterprises.
