As part of the ongoing monitoring of the implementation of the “Climate Operation –Support for the Nationally Determined Contribution (NDC)” program, funded by the World
Bank through a Program-for-Results loan agreement amounting to USD 350 million for the 2023–2028 period, a fourth implementation support mission was carried out by the
World Bank from May 12 to 20, 2025.
This mission provided the opportunity to:
(i) monitor the implementation of the activities
planned under the program,
(ii) review the achievement of result indicators,
(iii) assess
fiduciary aspects as well as environmental and social safeguards; and (iv) follow up on
the implementation of the Program Action Plan (PAP).
The mission also served to
advance the preparation of the AIIB’s co-financing of the Climate Program, in anticipation
of a pre-appraisal mission scheduled for July 2025.
The mission noted a strong momentum in the implementation of all program activities.
A detailed review of the progress of each activity confirmed the achievement of several
results, with many more expected in the coming months. Disbursements are projected to
reach EUR 30 million by the end of June 2025, with an estimated EUR 50 million by
December 2025.
A key highlight of this mission was the organization of a workshop aimed at coordinating
efforts among various institutions to deploy the “State Climate Network – SCN.”
The
workshop revealed strong support from participating entities for principles of shared
governance and a flexible, adaptive approach. All stakeholders endorsed the benefits of
the SCN, namely: (i) the complementarity of networks, allowing for data scaling while
avoiding redundancy; and (ii) efficient use of resources.
