7th Edition of the Conference of Public Finance Institutes under the theme: “Green Finance: Resource Mobilization and Budgetary Management”

The Network of Public Finance Institutes of Africa, the Middle East, and the Caribbean (RESIFIP), in partnership with the Ministry of Finance and Budget of the Republic of Côte d’Ivoire, is organizing the 7th edition of the Conference of Public Finance Institutes (CIFP) on May 12 and 13, 2025, in Abidjan, under the theme: “Green Finance: Resource Mobilization and Budgetary Management.”

​This international conference takes place in a global context marked by climate urgency and the need to integrate sustainability objectives into public policies. It brings together a wide range of participants, including heads of public finance institutes, representatives from ministries of finance, and international experts, to discuss the challenges and opportunities of the green transition within budgetary and fiscal management systems.

The conference sessions were structured around two thematic panels:

  • Panel 1: Resource Mobilization for the Ecological Transition. This panel explored innovative mechanisms, instruments, and partnerships that can support national efforts in green financing.

  • Panel 2: Green Budgeting and Environmental Impact. This panel focused on budgetary approaches that integrate environmental objectives, highlighting concrete experiences and innovative strategies for climate-oriented public spending.

The contributions and discussions among participants emphasized, on the one hand, the strategic role of green finance in funding sustainable public policies, and on the other hand, the importance of enhanced collaboration among public institutions, technical and financial partners, and civil society actors to ensure a successful ecological transition.

It is worth noting that the organization of this conference was made possible thanks to the valuable support of the Moroccan Agency for International Cooperation (AMCI), the Islamic Development Bank (IsDB), the African Development Bank (AfDB), and Expertise France (EF), reflecting the commitment of international partners to sustainable development and the strengthening of institutional capacities in the field of public finance.

The RESIFIP, whose Presidency and General Secretariat are held by the Ministry of Economy and Finance of the Kingdom of Morocco, brings together 34 countries and serves as a key platform for sharing expertise, strategic thinking, and best practices among its members, with the goal of supporting the transformation of public finance systems toward greener, more inclusive, and resilient governance.

In this regard, the active participation of the Moroccan delegation—comprising representatives from the Directorate of Administrative and General Affairs, the Customs and Indirect Tax Administration, and the Budget Directorate—illustrates the Kingdom of Morocco’s commitment to strengthening regional cooperation and advancing sustainable public finance practices.
