High-level conference on “Developing affordable and sustainable housing finance in the Kingdom of Morocco”

Mrs. Nadia FETTAH, Minister of Economy and Finance, accompanied by Mr. Adib Benbrahim, Secretary of State to the Minister of National Land Planning, Urban Development, Housing, and city Policy, and Dr. Fahad bin Mohammed Al Turki, Managing Director and Chairman of the Board of Directors of the Arab Monetary Fund (AMF), took part in the opening session of the high-level conference on “Developing affordable and sustainable housing finance in the Kingdom of Morocco”. This event was organized by the AMF in partnership with the Ministry of Economy and Finance and coordinated by the Ministry of National Land Planning, Urban Development, Housing, and city Policy, on January 29 and 30, 2025 in Rabat, Morocco.

​The conference was attended by numerous government officials and housing experts from Morocco and other Arab countries, as well as representatives of international financial organizations, researchers and NGOs. It provided an opportunity to examine and analyze a range of key issues relating to the housing sector, including effective government policies to support and finance affordable housing, financing the development of the residential rental sector, the role of technology in building sustainable housing, and green financing for sustainable housing projects.

On this occasion, the Minister delivered an opening speech (in arabic) in which she stressed that the hosting of this conference by the Kingdom of Morocco reflects the importance that our country, under the wise leadership of his majesty king Mohammed VI, places on providing citizens with decent, affordable and sustainable housing, enabling them to actively contribute to the growth and prosperity of their country.

The Minister also stressed that efforts in this area are part of the government's program to institutionalize and strengthen the pillars of the social State, with decent housing occupying an important place among the measures taken to ensure a decent life for all Moroccans. She noted the tangible results achieved under the direct support program for the 2024-2028 period, the “Housing Guarantee” mechanism and the “Daman Iskan” participatory financing mechanisms.

On the other hand, Mrs. FETTAH referred to the strategic partnership between the government and the various private-sector players with an interest in housing as one of the main success stories of public-private partnerships in Morocco.

For his part, Dr. Fahad bin Mohammed Al Turki expressed his appreciation for the Kingdom of Morocco's consistent response to all the Fund’s initiatives that aimed at strengthening the exchange of expertise and experience on common Arab economic issues.

The Managing Director of the Arab Monetary Fund also noted the growing importance of affordable and sustainable housing in Arab countries, including the Kingdom of Morocco, praising in this context the importance of the Moroccan experience in housing finance. Dr. Fahad bin Mohammed Al Turki also stressed the importance of the conference as a platform for the exchange of experience and expertise between Arab countries, with a view to finding effective and innovative solutions for the development of the affordable housing sector and the associated financing mechanisms.
