Signing of a Financing Agreement for the integrated program of reconstruction and general upgrading of disaster areas (2024-2028)

Mr. Fouzi LEKJAA, Minister Delegate in charge of the Budget of the Kingdom of Morocco, and Mr. Oliver Varhelyi, European Commissioner for Neighborhood and Enlargement, signed, November 25, 2024 at 3pm, a financing agreement for the integrated program for the reconstruction and upgrading of disaster-stricken areas (2024-2028), worth 190 million euros (around 2.052 billion dirhams), the first 100 million euros of which will be disbursed this year. This funding is intended to support reconstruction efforts in the regions affected by the earthquake of September 8, 2023.

​The signing of this agreement is part of efforts to mobilize the resources needed to rehabilitate essential infrastructure and basic services in the region.

This two-year program (2024-2025) aims to:

  • Support individuals identified as affected by the earthquake to access rehabilitated or rebuilt housing,
  • Help restart public services (health and education) in functional buildings,
  • Contribute to the revival and dynamism of economic activity and territorial cohesion in areas affected by the earthquake.

Thanks to the efforts of the Moroccan government, significant results have been achieved. More than 63,800 households affected by the earthquake have already received emergency aid, testifying to the Moroccan government's commitment to meeting the population's essential needs. At the same time, the housing sector is making good progress, with 36,379 sites under construction or completed, including 2,471 buildings already rebuilt. In terms of infrastructure, 42 health centers have been reopened and 127 schools rehabilitated. The five-month extension of the DH2,500 monthly subsidy ensures continued support for families, while at the same time facilitating the resumption of reconstruction work.

At the end of the ceremony, Mr. Fouzi LEKJAA and Mr. Oliver Varhelyi praised the quality of the cooperative relations between the Kingdom of Morocco and the EU, and affirmed their desire to further strengthen them.
