Mrs. Nadia FETTAH, Minister of Economy and Finance, made, Thursday November 7, 2024, a presentation to the Finance and Economic Development Committee of the House of Representatives on the sectoral budget for 2025. The presentation covered the Ministry's achievements in 2024, as well as the worksites and projects scheduled for 2025.
With regard to the first theme, concerning the Ministry's main achievements in 2024, the Minister reviewed the Ministry's budget execution, which was supported by the main achievements obtained in terms of budget programs. It is related to the implementation of the provisions of the 2024 Finance Act under customs taxation and tax reform, the pursuit of public procurement reform, the improvement of governance and the performance of public establishments and companies, as well as support for entrepreneurship and the encouragement of investment.
The Minister also highlighted other key strategic projects, notably the implementation of a special fund to manage the effects of the earthquake that hit the Al Haouz region, the creation of the “National Social Support Agency”, in charge of managing the social aid program, and the continued implementation of the Mohammed VI Fund for Investment. This is through the mobilization of the necessary funds to support major projects and companies operating in priority sectors.
The Minister also stressed the concrete measures implemented to protect citizens' purchasing power, maintain price stability, strengthen competition policy, support public investment and infrastructure, continue the process of administrative deconcentration, strengthen the governance of public finances, defend the State's interests before the courts, and prevent administrative, civil and criminal litigation.
The Minister also mentioned the significant efforts of the Ministry to collect customs and tax revenues, as well as local taxes, and to improve the mechanisms for financing the State budget and the public sector.
On the other hand, the Ministry’s efforts to develop its human resources were presented through the introduction of a new status for the Ministry's civil servants, the improvement of working conditions, the reinforcement of the gender approach and the implementation of the action plan of the Foundation for Social Works. The aim is to provide its members with diversified services at central and regional levels.
The second part of the presentation focused on the main measures of the draft sectoral budget for 2025. It highlighted the major projects and reforms launched by his majesty king Mohammed VI, may God assist him, in particular those concerning the acceleration of the generalization of social protection, the continued implementation of the general reconstruction and rehabilitation program for areas affected by the Al Haouz earthquake, the implementation of the national economic recovery plan. This is through the operationalization of the Mohammed VI Fund for Investment, continued support for entrepreneurship and investment promotion, continued reform of public establishments and companies, and continued work on tax and pension reform.
The Minister emphasised the importance of completing the reform of public procurement, enhancing the value of the State's private domain, strengthening the governance of public finances, building competition, prices and compensation, enhancing the Ministry's human resources and implementing the social strategy of the Foundation of Social Works for the staff Ministry as well as strengthening institutional communication.
