Signing of two financing agreements for the program to support the roadmap for the reform of the national education system 2022-2026

In the presence of his Excellency, Mr. Christophe LECOURTIER Ambassador of France to Morocco, the Kingdom of Morocco represented by Mr. Fouzi LEKJAA, Minister Delegate in charge of the Budget, and Mrs. Quiterie PINCENT Director of the French Development Agency in Rabat, signed on Monday, March 18, 2024, a financing agreement for an amount of 4.7 million euros and also the ceremonial signing of the credit agreement for an amount of 130 million euros for the financing of the support program for the roadmap for the reform of the national education system 2022-2026.

​The Roadmap 2022-2026 aims to achieve three ambitious strategic objectives:

  • Guarantee the quality of learning in order to double the rate of primary school pupils mastering the fundamentals;
  • Make compulsory schooling effective to reduce school wastage by a third; and
  • Promote personal development and citizenship, and double the number of students benefiting from extracurricular activities.

FDA's financing amounts to a total of 134.7 million euros and is divided into two components:

  •  Public policy funding of €130M; and
  •  A €4.7M grant to mobilize technical support and accompany the implementation of the reforms and pilot schemes set out in the Roadmap.

FDA's support is planned for a period of 5 years, and will be implemented by the Department of National Education, resulting in the following developments:

  • Improved language skills for middle school teachers;
  • Improved language skills for middle school students;
  • Contribution to reducing school drop-out rates;
  • Promotion of a new middle school model offering better conditions for student support and development (tutoring, extracurricular activities); and
  • Improved canteen and school transport services.
