4th Meeting of the National Council for Financial Inclusion

Mrs. Nadia FETTAH, Minister of the Economy and Finance, chaired, Wednesday July 12, 2023, the fourth meeting of the National Council for Financial Inclusion (CNIF). The meeting was marked by the co-option of the Ministry of Solidarity, Social Integration and the Family, the Ministry of Digital Transition and Administrative Reform and the National Social Security Fund as new members of the Council.

At the opening of this meeting, the Minister, President of the CNIF, recalled that financial inclusion in our country is on a trajectory of continuous improvement, thanks to the various actions implemented as part of the National Strategy for Financial Inclusion.

In addition, the Minister stressed that the progress achieved should not obscure the unmet needs and the margins for development that remain significant, while calling on the members of the Board to build on the various programs currently being rolled out at national level, to promote the financial inclusion of target categories.

For his part, the Wali of Bank Al Maghrib, Chairman of the Strategic Committee, an emanation of the Board, congratulated the members on the significant achievements recorded in both alternative and traditional models, and called on them to redouble their efforts to remove the remaining obstacles. To this end, the Wali insisted on coordination and cohesion between the stakeholders as prerequisites for the realization of the strategy's ambitions.

During the meeting, the Board members reviewed progress on the strategy's roadmap. As a result, 47% of the actions planned as part of this roadmap have been carried out, and 33% are in the process of being deployed, despite the difficult context marked by the effects of a succession of crises.

The meeting also asked the Steering and Coordination Committee, in consultation with stakeholders, to prepare for the next National Council the 2nd phase of the strategy, to be launched in 2024. In this respect, the Council emphasized that this 2nd phase should be an opportunity to breathe new life into the strategy, in line with the national momentum generated by the various projects launched in recent years under the High Royal Directions, notably in the fields of social protection, employment and entrepreneurship.

The meeting was attended by the Minister of Solidarity, Social Integration and the Family, the Minister Delegate in charge of Digital Transition and Administrative Reform, the representative of the Ministry of Economic Inclusion, Small Business, Employment and Skills, the representative of the Ministry of Industry and Trade, the representative of the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, the President of the Moroccan Capital Market Authority, the Acting Chairman of the Supervisory Authority of Insurance and Social Welfare, the Managing Director of the Moroccan Professional Banking Group, the Chairman of the Moroccan Federation of Insurance and Reinsurance Companies, the Managing Director of the National Social Security Fund, the representative of the General Confederation of Enterprises of Morocco, the Chairman of the National Federation of Microcredit Associations and the Chairman of the Professional Association of Payment Institutions.
