The fourth meeting of the Payment Deadlines Observatory

Mr. Mohamed Benchaaboun, Minister of the Economy and Finance and Administration Reform and Mr. Chakib Alj, President of the Moroccan Confederation of Business Associations (CGEM), co-chaired, Monday February 15, 2021 in Rabat, the fourth meeting of the Payment Deadlines Observatory.

This meeting is part of the continuity of the momentum instilled by the High Royal Instructions contained in the Speech of august 20th 2018 and addressed to Public Administrations and Territorial Collectivities, urging them to pay their dues to the companies.

It also intervenes in a context marked by the efforts made by the public and private sectors, under the enlightened leadership of His Majesty the King, may God assist him, to counter the economic and social impacts of the health crisis linked to the of the Covid-19 pandemic. Indeed, sectoral agreements have been concluded and support measures for Administrations, Territorial Collectivities and Public Establishments and Enterprises and the easing of procedures have been taken with emphasis on the payment of suppliers.

The purpose of this meeting was to discuss the main advances made by the public authorities and representatives of the private sector since the establishment and holding of the three previous meetings of the Observatory. These have in fact made it possible to take several decisions in favour of controlling payment deadlines and improving the business climate and taking concrete actions to improve in a sustainable manner, payment deadlines for both public operators than those of private companies among themselves.

In this context, the members of the Observatory recalled that the exemplarity of the State must apply to all its components and called, in this regard, for the pooling of good practices by all public operators.

The meeting was also marked by the validation and the decision to put in the circuit of approval of the draft amendment of the law n ° 15-95 forming the commercial code, aiming at the implementation of the system of sanctions. pecuniary against companies with delays beyond regulatory limits, it being understood that the proceeds from fines will be dedicated to supporting companies.

Likewise, members of the Observatory recommended the publication of the first Observatory Report.


The meeting took place in the presence of members of the Observatory reporting to the CGEM, the Ministry of Industry, Investment, Trade and Green and Digital Economy, the General Directorate of Territorial Communities, Bank Al-Maghrib, the Professional Group of Banks of Morocco (GPBM), the General Treasury of the Kingdom (TGR), the Directorate of Public Enterprises and Privatization (DEPP), the Moroccan Federation of Chambers of Commerce, Industry and Services and the National Agency for the Promotion of Small and Medium Enterprises (Maroc PME).
