The fifth Africa Congress of Accountants « ACOA 2019"

Mr. Zouhair Chorfi, Secretary General of the Ministry of Economy and Finance, took part in the 5th Africa Congress of Accountants « ACOA 2019" held in Marrakech from June 19th to 21th, under the patronage of His Majesty King, Mohammed VI, under the theme : « For a successful Public Sector Performance in Africa », by Morocco’s Ordre Des Experts-Comptables (OEC) « Chartered Accountants » in conjunction with the Pan African Federation of Accountants (PAFA).

More than 1.200 accountants, economists, financial professionals, investors, businessmen, decision-makers from about fifty countries, including 47 african countries, met at this event to discuss the role the accountancy and auditing professions must play on the public sector performance as regards economic effectiveness and efficiency in Africa. Participants also discussed the contribution of the accountancy profession in establishing a more efficient public sector that supports Africa's development.

During his presentation, M. Zouhair Chorfi read the address of the Minister of Economy and Finance, Mr. Mohamed Benchaaboun, to the attendees. He stressed that Morocco’s core focus in Africa under the leadership of HM King Mohammed VI expanded to a new dimension that is part of a long term vision and based on South-South cooperation and human development requirements.

In his speech, Mr. Benchaaboun stated that Morocco initiated a debate on the need to overcome some inadequacies in its development model. This will be achieved through particularly a better institutional governance aiming at the modernisation of the State, the improvement of industrial competitiveness, upgrading human capital, strengthening and increasing social protection systems, reducing social and regional disparities and creating a synergy between the different sector-based strategies.

Within this framework, he pointed out that the reforms Morocco initiated enabled the country to improve the business climate and to move up by 10 positions in the World Bank Doing Business Survey, passing from the 69th place in 2018 to the 60th place in 2019.

"Our goal is to be ranked 50th in the world by 2021", he added, noting that to achieve this objective, Morocco will continue reforms already initiated and speed up the pace of other reforms implemented including the operationalization of the new regional investment centers.

​The Meeting will consider during three days topics on "Strong institutions for successful public policies and public value management in Africa", "Integrated thinking, a choice to manage the resources and the performance of the public sector for Africa "and" Performance measurement, impact assessment and accountability imperative ".
