Mr BENCHAABOUN among the signatories to the Policy Framework for the implementation of the exercise of powers of the regions

On Friday December 20, 2019 in Agadir, Mr. Mohamed BENCHAABOUN, the Minister of Economy, Finance and Administration Reform, was among the members of the Government who signed together with the 12 presidents of the regional councils of Kingdom, the Policy Framework for the implementation of the exercise of powers of the regions. The signing of this policy took place during the opening session of the first national conference of advanced regionalization, organized by the Ministry of the Interior and the Association of Moroccan Regions (ARM), under the High Patronage of HM King Mohammed VI.
The objective of this Policy Framework is to take advantage of the conclusions of the study on the definition of the regions' own and common powers, and therefore accelerate the exercise of these powers as well as the adhesion of all parties to the implementation process, in line with the competences of each region and its available financial and human resources.
To this end, the framework defines the means of cooperation and partnership between the stakeholders in a contractual framework highlighting the parties' commitments in the form of program contracts between each region and the government department concerned. The aim is to implement the region's own and common powers, while ensuring their adequacy with the regional development program and related sectorial strategies.
The Policy Framework recalls in its preamble, the constitutional and legal framework as well as the orientations of His Majesty the King to accelerate the complete implementation of regionalization. In its second part, it presents the articles which define the commitments of each region, of the ministerial departments and of the public institutions concerned. The governance component concerns the bodies in charge of coordinating, monitoring and evaluating the implementation of the Policy Framework by regions represented by the ARM and the General Directorate of Local Authorities.
