A Moroccan delegation, led by the Minister of Economy and Finance, Mr. Mohamed BENCHAABOUN, participated Sunday, November 18th 2018 in Algeria, in the 3rd Ministerial meeting "Finance and Investment" of the 5+5 Dialogue.
Mr. BENCHAABOUN made a presentation on the theme "Financial aspects / investments related to climate change and energy transition", during this meeting which focused on improving the business climate in the Western Mediterranean for more investment attractiveness.
Besides, this event, which was an opportunity for the finance ministers of the countries of both sides of the Mediterranean to review various issues of common interest relating to finance and investment, was characterized by the participation of the Ambassador from Morocco to Algeria, Mr. Lahcen ABDELKHALEK.
Participants discussed, particularly, three main themes on "Exchange of information and intelligence on customs", "attractive tax policy for investment without being harmful", "Financial aspects / investment associated with climate change and the energy transition ", in addition to a component that addresses " the opportunities, stakes and challenges of the Fintech ".
This meeting, which brought together the finance ministers of the countries of the Arab Maghreb Union (AMU) and the northern side of the Mediterranean, should adopt a final statement that will define the shared view on the challenges and opportunities of the issues addressed.
Since its official launch in Rome in 1990, discussions in the Western Mediterranean, known as 5+5 Dialogue that brings together the countries of the North Shore (France, Spain, Italy, Malta and Portugal) and those of the Arab Maghreb Union (Morocco , Tunisia, Libya, Mauritania and Algeria), gained a new impetus as reflected by its many forms, including that of finance, approved in October 2015. This Dialogue has proved to be a privileged forum for the countries involved that enables discussions and exchange of experiences, as well as good practices around themes of particular interest to the countries of the region.
The implementation of the 5 + 5 Dialogue Forum has allowed the organization of two ministerial meetings respectively in Paris (January 2017) and Valletta (April 2017).
The Moroccan delegation also includes Mrs. Fouzia ZAABOUL, Director of the Treasury and External Finance , Mr. Mohammed MANCHOUD, Director of the Network's Animation at the General Directorate of Taxes, Mr. Chafik ESSALOUH, Director of Studies and International Cooperation at the Administration of Customs and Indirect Taxes and Mr. Abdessalam JORIO, Head of Division in the Budget Directorate.
