Meeting on the electronic exchange of documents and data between the Judicial Office of the Kingdom and its partners.

The Judicial Office of the Kingdom (AJR) organized, on Tuesday 8th May 2018 in Rabat, in collaboration with the Department of Administrative and General Affairs, a meeting under the theme "Electronic exchange of documents and data between the Judicial Office and its partners: for an efficient management of administrative disputes".

This meeting was attended by Mr. Mohamed KASRI, Director of the AJR, Mr. Mohamed EL KHARMOUDI, Director of General and Administrative Affairs, as well as Mr. Jamal CHOTA, representative of the Court of Cassation, Mr. Mohamed BOUFLOUSS representative of the Tax Department, and Mr. Lhoucine BENMASSAOUD representative of the company "SAFEDEMAT" who assisted the AJR in the implementation of its platform for electronic exchange of data and documents. Thus, to implement the content of the royal directives, Mr. EL KHARMOUDI recalled that the Minister of Economy and Finance sent a circular to the directors of the Ministry and those of the directorates under the supervision of the MEF to encourage them to further efforts linked to the citizen service major programs.

To this end, Mr. EL KHARMOUDI focused on the projects launched by the MEF Departments that are aimed at modernizing management methods and work tools to accompany the reform and modernization of the Administration serving the citizen.

In particular, the Director stressed that several MEF Departments are implementing information systems projects in line with the digital development strategy. He also added that this document and data exchange project between the AJR and these partners would greatly benefit from the opportunities presented by new technologies and would gain, in terms of cost savings, efficiency and speed.

In addition, the Director recalled that this project would reinforce the efforts already made by the MEF Directorates in the framework of digital development, such as information systems (GID, e-budget, GISR, etc.) and online services (simpl, BADR, massar, wadefaujour, etc.).

For his part, Mr. Mohamed KASRI, Judicial Agent of the Kingdom, stressed that this initiative participates in the implementation of the digital development strategy of the MEF. The latter aims to strengthen the efficiency and effectiveness of its services following the royal directives addressed to participants in the National Symposium of the Public Service of 27th February 2018, and those contained in the speech of Friday, 14th October 2016 at the opening of the autumn session in the House of Representatives.

Mr. KASRI recalled that the royal directives focus on expanding and integrating electronic administration to serve the citizen without delay. As he noted that this project is part of the Government's commitment to a national plan to implement electronic governance and strengthen constitutional principles of transparency, legality and accountability.

On the other hand, Mr. KASRI stated that it has become inconceivable in the age of information technology to continue to exchange documents and data in a traditional way; and risk losing administrative disputes, with serious consequences on public finances, because of the slowness and delays in the transmission and exchange of documents and data.

Thus, the Judicial Officer of the Kingdom underlined that the project of electronic exchange of documents and data’s main objective is to avoid these risks while working to provide services in an integrated, transparent, secure and continuous framework. He recalled that the AJR aims through this project to participate in the implementation of the e-Government and the enhancement of non-material procedures and support for advanced regionalization and electronic courts.

On their side, Misters Jamal CHOTA, Mohamed BOUFLOUSS and Lhoucine BENMASSAOUD gave technical explanations on how to protect the exchange of documents and data and recalled successful national experiences in this field.
