Signing of a framework agreement between the (CE-BSG) and the Ministry of the Interior - Directorate General of Local Authorities: "Integration of the gender approach in territorial planning and budget programming"

Within the framework of the exchange of expertise and good practices in the field of Gender responsive Budgeting (BSG) at the national level, Mr. Khalid Safir Wali, Director General of Local Authorities (DGCL), Ministry of the Interior and Mrs. Nadia Benali , Director of the Center of Excellence for Gender Responsive Budgeting (CE-BSG), Ministry of Economy and Finance, signed,  Friday, December 15th  2017 at the headquarters of the Ministry of the Interior the Framework agreement on integrating the gender approach in territorial planning and budget programming.

The meeting was attended by Governor, Director of Training of Administrative and Technical Managers, Governor, Director of Planning and Equipment, Governor, Director of Heritage, Governor, Director of Local Finance, Heads of Local Government and the (CE-BSG) staff.

First, the Wali, Director General of Local Authorities expressed his interest in the objectives of the framework agreement which will enable to strengthen the abilities of the representatives of the territorial collectivities in the matter of the integration of the gender dimension in planning and budget programming.

On the other hand, Mrs. Benali Nadia, National Director of CE-BSG, explained that Gender Responsive Budgeting (GRB) is a tool to enhance the differentiated needs of women and men. She also stated that the field of gender analysis is not strictly limited to the level of relations between women and men in a household or a village, but it is also extended to all levels: micro, meso, macro of society and economy.

The Director insisted on taking account of the gender dimension from the definition of sector-based strategies in response to regarding the condition of the inequalities of women and men in the sector.



The objective of this framework agreement is to provide support to local authorities in integrating the gender approach into planning and budget programming, for elected officials and targeted local government officials.

For this purpose, this framework agreement will enable, in particular, (i) supporting the (DGCL) in establishing a pool of trainers; (ii) raising awareness among local elected officials and training of territorial officials in gender responsive budgeting; (iii) producing and developing learning tools.
