Special issue of a postage stamp commemorating the centenary of the General Treasury of the Kingdom (TGR) and the Public Accounting of Morocco

The General Treasury of the Kingdom (TGR) and the Barid Al-Maghrib Group have issued on Tuesday, July 4, 2017 in Rabat, a special postage stamp commemorating the centenary of the TGR and the public accounting of Morocco, an institution which is deeply rooted in history and at the center of the national administrative and financial edifice.
This stamp, whose "the envelope first day of issue" was signed by Mr. Noureddine Bensouda, Treasurer General of the Kingdom and Mr. Amine Benjelloun Touimi, Director General of the Barid Al-Maghrib Group, confirms its role as a witness to the country's history and companion to the development of the Kingdom. On this occasion, Mr Bensouda said that the TGR is a 100-year-old institution that uses digitization and paperless system in order to modernize, simplify and facilitate the services provided to citizens and partners.
"This approach builds on the integrated information systems developed by the TGR, namely integrated expenditure management systems, integrated revenue management, the Wadef-Aujour system for payroll, the public procurement dematerialisation system and the accounting information system, "Bensouda said in a presentation of an introductory report on" TGR: a centennial institution at the heart of the public financial system "on the occasion of the centenary of the TGR And Public Accounting.
He also stated that one of the tasks of the Treasury is to use public accounting for better consulting and proximity assistance to the various partners in charge of budget execution, both the State and local and regional authorities.
"The ultimate goal is to accompany the process of advanced regionalization that consolidates local democracy," Bensouda said, noting that TGR "contributed greatly to the development of the local financial system, especially the draft decree on the public accounting of local and regional authorities.
According to him, it is also a question of producing, valorising and communicating financial and accounting information as a basis for strengthening the constitutional principles of transparency, accountability, responsibility and consolidation of democracy and the rule of law.
Mr Bensouda also emphasized the exploitation of the potential of big-data and the adoption of a data-driven approach for a better understanding of the behaviour of partners and citizens, in particular by studying the behaviour of ordonnateurs (officials who initiates a spending decision) in relation to budgetary programming, the mobilization of resources and the use of credits, public purchasers and economic operators through public procurement, as well as officials in relation to their recourse to consumer and investment credit.
The TGR, which is celebrating its 100th anniversary this year, is the historical continuum of the institution of the Treasury or "Bait Al Mal", as a secular organization that has marked and shaped all the civilizations and dynasties that succeeded in Morocco.
It is at present the archetype of an institution in search of renewal, progress, openness and active interaction, always affirmed throughout its history, with the surrounding environment.
The centenary of the TGR coincides with the hundredth anniversary of the publication of the first text on Public Accounting.
This event was marked by the holding of a conference-debate on "TGR and Public Accounting: past and present", organized by the TGR and the Association for the International Foundation of Public Finance ( FONDAFIP) with the support of the French Review of Public Finance (RFFP).
The said conference was an opportunity to trace the relationship between budgetary accounting and general accounting and will highlight the evolution of the responsibility of public accountants of yesterday and today.
Having witnessed the participation of the Minister of Economy and Finance, Mohamed Boussaid, as well as several Moroccan and French experts who discussed the specificities of the standards of public accounting and its contributions to public financial management, this event was marked by presenting the genesis and evolution of private accounting in Morocco, as well as a plea for the rewriting of the history of the Kingdom's public accounting.
