Grain Campaign: the Government Introduces Several actions to guarantee the right harvest conditions

The Minister of Economy and Finance, Mr. Mohamed BOUSSAID and Mr. Aziz AkHANNOUCH, Minister of Agriculture, Maritime Fishing, Rural Development and Water and Forests, chaired, Tuesday, May 9th 2017,the signing ceremony of the joint decision to set up measures by the Government within the framework of the cereal harvest and sale for the current crop year.

Thus, in order to allow farmers to make the best use of the expected harvest of wheat at the end of the 2016-2017 crop year, which is estimated to be a record year at 102 million quintals (ql), the steps that have been taken include:
  • A reference price of 280 dh /ql, grinded for standard quality;

  • A flat-rate grant of 10 dh / ql for the benefit of the quantities of common wheat of domestic production acquired in the period from May 15th to October 15th 2017;

  • Storage charges of 2.00 dh / ql per fortnight for the total quantity of soft wheat collected from May 15th to October 15th 2017, granted to storage bodies. These charges will be paid until the end of December 2017;

  • The protection of domestic production of common wheat at the border by imposing 135% customs duties until December 31st 2017. These customs tariffs should provide adequate protection of domestic production.

  • The renewal of the tendering procedures for the supply of common wheat flour intended for the production of subsidized flour.

Moreover, in order to support agricultural cooperatives in the cereal harvest, a financing agreement was signed between the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, the Credit Agricole du Maroc Group (GCAM), the cooperatives, the President of the Nationale Union of Chartered Accountants (UNCAM) and the President of the National Milling Federation (FNM).

This agreement aims at the establishment of specialized financing lines by the GCAM that facilitate the access of the cooperatives members of UNCAM to credits intended to cover the collection and storage costs of the national wheat collected by the cooperatives for the crop year.

This process will take advantage from close and in the field monitoring by the Ministry of Agriculture, Maritime Fishing, Rural Development and Water and Forests through its regional services and the ONICL (National Inter-professional Office for Cereals and Pulse crop).
