Mr. Boussaid made the opening speech at the time of the dialogue meeting at the Parliament on the implementation of the recommendations of the national conference on taxation

The Ministry of Economy and Finance and the financial committees in the House of Representatives and the House of Councilors held Monday, June 2nd, 2014 in Rabat, a dialogue meeting on the implementation of the recommendations of the national Conference on Taxation.​

In his opening speech, Mr. Mohammed BOUSSAID, Minister of Economy and Finance, stated that the 2nd National Conference on Taxation organized by the Ministry under the high patronage of His Majesty King Mohammed VI, is part of the momentum of Morocco’s continuous and repeated reforms that are related to the political, economic and social fields.

Mr. BOUSSAID also welcomed the various actors who participated in this conference and helped to enrich the different topics discussed at this meeting and to develop the recommendations which constitute a roadmap for the needed tax reform.

In this context, the Minister specified that a project with such challenges could be accomplished only through participation and responsible dialogue. He stressed his interest as a member of the Government and his commitment during the discussion of the Finance Bill 2014 to ensure continuity in the same participatory approach to implement the recommendations of the symposium and translate them into concrete actions and measures.

To this end, Mr. BOUSSAID considered the dialogue meeting with the chairmen and members of the finance committees under the two Houses of Parliament, as a new opportunity for an exchange of opinions and views on priorities and agenda relating to the implementation of the recommendations through the next annual finance acts.

In addition, Mr. BOUSSAID informed the participants about the efforts the Ministry of Economy and Finance made in this context, , evident through the study of the various recommendations and prioritization in short, medium and long terms , and their impact on the citizens purchasing power and tax revenue.

As for the implementation of the recommendations of the second national conference on taxation, Mr. BOUSSAID recalled the administrative measures , including those relating to the simplification of procedures, the launch of the operation of the categorization of taxpayers, the acceleration of claims processing, the reorganization of reception areas , the streamlining of monitoring mechanisms, the modernization and development of information systems and the supervision of the application procedure of notification to third party holder (ATD).

The Minister also underlined certain recommendations of the symposium, under the Finance Act 2014, which cost the State budget, a net amount of 1859 million dirhams. Finally, the Minister expressed his commitment to implement the other recommendations during the next finance acts, including those in relation to the VAT reform that began in 2014 and that will be continued during the next finance acts.
