Fiscal control has improved tax revenues in 2013

The fiscal meetings, held last April in Skhirate, identified three major goals to face the dysfunctions of the national fiscal system, said to the MAP Mr. Abdellatif Zaghnoun, General Director of Tax Department at the Forum "2014 finance bill and strategic vision of Tax Department, in the light of the fiscal meetings".
Mr. Zaghnoun specified that these dysfunctions consist of a concentration of income over a reduced number of taxpayers, significant economic distortions and a lack of public confidence in the tax system.
Starting from this context, he said, three main objectives have been defined to implement an effective and efficient tax system, namely the establishment of an equitable tax system where everyone contributes to height of its capacities, setting up a system that supports the competitiveness of companies, as well as the establishment of a system that promotes the development of an environment of trust, transparency and mutual respect.
On another level, the General Director of Tax said that fiscal control has improved this year up to 9 billion dirhams of public income.
"This improvement is part of the efforts made by the tax administration in order to fight efficiently against tax evasion, which focus also on encouraging companies to regularize their situation by benefiting from an amnesty," said Mr. Zaghnoun.
In the same context, Mr. Zaghnoun announced that, following the decision of the tax administration to reduce from 30 to 10% the rate of the corporate tax (IS) of very small and medium-sized enterprises (SME - VSE), some 20,000 companies have begun, for the first time, to declare their profits.
Regarding to the recent decision by the Government to cancel surcharges and delay penalties relating to taxes, and decree an amnesty of penalties relating to exchange offences and tax offences against the Moroccans who hold real estate assets or financial assets abroad, Mr. Zaghnoun noted that this measure would enable the State to earn between 5 to 6 billion dirhams.
Furthermore, Mr. Zaghnoun indicated that DGI would publish an Argus of references on the real estate sector, to put an end to disputes between the tax authorities and taxpayers about prices declared during transfers of real estates.
This list, which will be brought to the knowledge of all the citizens, "will take account particularly the specificities of the city, district and the type of housing", and will be implemented in Casablanca as pilot city before being generalized on the whole of the provinces of the Kingdom.
