Moroccan Presidency of the Economic Strategy Group of the Francophonie

Mr. Mohamed CHAFIKI, Director of Studies and Financial Forecasts, headed June 17th and 18th 2013 in Paris, the Working Group on the economic strategy of the Francophonie, which responsibility is ensured by the Kingdom of Morocco. In the first day, the Moroccan delegation, which includes Mr. CHAFIKI, Mrs. Zakia Midaoui, Director of Multilateral Cooperation and International Economic Affairs, Mrs. Souad El Idrissi, responsible for the Francophonie record at the Embassy of Morocco in Paris held preparatory meetings involving partners of the Francophonie in Paris, including the Ministry of Foreign Affairs, represented by Mr. Gerrit van ROSSUM, Director of the United Nations and international organizations of human right and Francophonie, Mr. Emanuel Ly-Batallan, Deputy Director of International Business and Economics at the Directorate General of globalization, development and partnerships and Mr. Philippe Huberdeau, Assistant Director for International Economic Affairs. Were also present the International Organization of the Francophonie represented by Mr. Etienne Alingué, Director of Economic Francophonie, Mr. Hervé Cronel, economic advisor to Mr. Diouf, Secretary General of the OIF, and the French Agency development.

On the second day, Mr. CHAFIKI chaired the Working Group on Economic Strategy of the Francophonie in the presence of representatives of the member countries.

Mr. Etienne ALINGUE made a presentation on the economic balance of the Francophonie and France made a presentation on a recent study on "the economic burden of the French language in the world." Following these two presentations, Mr. CHAFIKI proposed a vision and methods on the economic strategy of the Francophonie which is divided into three levels:
  1. The values and goals of the overall strategy that overlaps the international agenda for development (MDG ODD) and affirms the identity and humanistic values of the Francophonie, while taking account of its past experience of economic action.
  2. A second level where these objectives accurately subdivided according to the specific regional (e.g. Africa), national and local contexts ensuring to apply best practices and successful experiences within the framework of the Francophonie.
  3. The third level is devoted to the effort to catch up and accelerate actions to fight against poverty and inequality in order to meet the 2015 MDG agenda.

This vision will participate in a sensitive approach to promote access to three generations of rights, (civil, political, economic and environmental) in the context of improving democratic governance, accountability, transparency and participation of semi-public and private economic, public, in collaboration with civil society groups. The concern of the sustainability of financing, particularly, through innovative financing, must find its place in the context of a holistic approach, not just a sector based vision, to guarantee the consistency of the approach of the strategy in terms of measurable progress in the perspective of sustainable development goals post 2015.

A rich debate followed with the commitment of all participants to the proposal made by the Moroccan presidency. A roadmap was adopted and will be detailed at the next meeting. It will be followed-up by the Presidency in collaboration with the relevant bodies of the Francophonie.
