Signing of an agreement on the implementation of the national procurements procedures relating to projects financed by the (ADB)

Being faithful to the commitments made within the framework of the Paris Declaration and the Accra conference, the Bank has since 2008 taken several initiatives to promote the use of country systems. As a consequence, the Board of Directors approved, July 2nd, 2008, the Bank Group strategy to strengthen the use of country systems.

As for procurement, this momentum resulted from the year 2009 in an assessment of national procedures for procurement of all its Regional Member Countries (RMCs) to determine the possibility (or not) of their use in National tenders included in the projects financed by the Bank. To date, reports on 48 countries are available on the 54 (PMR), (89% coverage).

The Bank`s strategy is: (i) initiate dialogue with each member country whose procedures were acceptable to agree on the conditions under which these procedures could be used in the Bank projects; and (ii) sign an agreement authorizing the use of the aforesaid procedures.

The signing of the agreement between the Bank and the Kingdom of Morocco set a legal framework for the procurement procedures that will be used. This agreement is undoubtedly prior to many others, with countries where discussions are in process and sufficiently progressed on the issue.
