Institutional twinning project between the DEPP and the German Federal Ministry of Economy and Technology in partnership with the grouping of public sector enterprises in Northern Ireland

The board director committee of the institutional twinning project held, November 28th, 2012, its 7th meeting, headed by Mr. Samir Mohammed TAZI, Director of the Public enterprises and Privatization (Moroccan project manager) and in the presence of the German Project manager, Mr. HAMMANN, of the Resident twinning Adviser, Mr. JAROS, representatives of the European Union delegation and theProgram Support Unitwithinthe Ministry for Foreign Affairs and Cooperation, as well as officials and executives of the DEPP.

The aim of this twinning project is to strengthen the institutional capacity of the DEPP in the areas of Public-private partnership, governance and financial and non-financial reporting of the public enterprises.

This meeting which took place four months before the completionof this Twinning Project was an opportunity to review the progress of the various plannedoperations (technical and financial) and to take the necessary steps to complete all the expected deliverables that proved to be very satisfactory in the opinion of the two project managers.

Regarding the last quarter of this twinning, Mr. Tazi called to consolidate all the assets realized during this project, finalize the work carried out and complete all deliverables (reports, manuals) while ensuring their quality and their actual impact. To this end, the Resident Twinning Advisor was called to list the whole documentation produced throughout the progress of this project (expert mission`s reports and study tours, presentations ...).The project managers are asked to provide concrete information so as to benefit all the DEPP executives and partners.

Mr. Tazi gave a particular attention to the realization of the website dedicated to Governance which will provide more visibility to the work carried out within the framework of this project. The goal is to develop,progressively, a general information system on the evolution of the public portfolio (EEP statutes, EEP balance sheet, the holding of the Board of Directors) as well as the progress made in terms of governance and evolve in line with the maturity of the overall process and the availability of information at the EEP.

In addition, it was underlined that someplanned actions in the last quarter should be reviewed to be in step with the progress of this project.

At the end of this meeting, Mr. Tazi congratulated all the participants for their active involvement and called for greater vigilance with respect to the agreed timetable in order to complete the twinning project under optimal conditions.
