Increase of 7% in customs receipts for the year 2011

According to the Moroccan Administration of customs and indirect taxes (ADII), the amount of customs revenue achieved in 2011 a new record figure of 78.7 billion dirhams (MMDH) against 73.6 MMDH in 2010, that is to say an increase of 7%.

These resources continued to increase during these two last years after a light fall in 2009, thus contributing to tax revenues with 42.7% against 42.3 in 2010, underlines the ADII activity report for the 2011 fiscal year.

The rise in customs revenue is due to the increase of 14.8 in the rate of the VAT, essentially because of the appreciation of the world prices of petroleum products and the increase in the taxable amount of the VAT.

Thus, domestic consumption taxes have shown an increase of 3.4%, attributed to the increase in revenues on energy products and alcoholic and non alcoholic drinks.

Import duties (DI) however showed a fall of 16.2 in 2011 compared to 2010 because of the tariff reform, including the reduction of the maximum rate of 35% to 30%, the suspension of the (DI) on wheat and the prohibition of the registration of imported vehicles over 5 years old, states the same source.

The pipeline transit fees recorded an increase of 49.2% in 2011 compared to 2010. Its share also increased by 0.7 points in customs revenues from 2% in 2010 to 2.7% in 2011.

Compared to the Finance Act forecasts for the year 2011, customs revenue reached 108.9%. This variance is due essentially to the performance of the forecasts of VAT for 114, 3%.

As regards the tax burden on imported products, it dropped by 59,7% in eight years, moving from 7,2% in 2004 to 2,9% in 2011, thus supporting the increase of commercial exchanges, adds the same source.

At the end of the year 2011, the number of declarations made in the customs offices increased by 3, 4% compared to 2010. The share of import declarations was 77, 7%, an increase of 3, 3% compared to 2010, whereas export declarations increased by 3, 9% during this period.

For their part, duties and taxes perceived by means of electronic payment reached 966.5 million dirhams (MDH) in 2011 against 688 MDH in 2010, that is to say a rise of more than 40%.The evolution of the number of payments is of 20,5%.
