Signature of a loan agreement between Morocco and the World Bank

Mr. Salaheddine Mezouar, Minister of Economy and Finance and Mr. Simon Gray, Director of North Africa Regional Office Middle East and North Africa (World Bank) signed Monday, February 28th 2011, at the Ministry of Economy and Finance a Loan agreement for Development Policy (DPL) amounting to approximately 100.00 million Euros, about 1 billion 100 million DH, to support the National Programme for Household Waste Management (PNDM).

The areas of interest of this second (DPL) on the waste sector are:

  • The household waste Governance,
  • sustainability of household waste services,
  • the environmental and social aspects.

The National Program of household and similar waste (PNDM) aims to upgrade the household waste management by 2021. The estimated total cost of the program is 37 billion dirhams over 15 years. The program focuses on urban municipalities support so as to:

  • Professionalise waste services;
  • Improve access to the collection service by bringing the percentage of the amount of urban waste collection to 90% in 2015 and 100%.
  • Compensate for the delay in treatment of waste by increasing the amount of waste put into landfills to 100% by 2020 and the recycling rate to 20% by 2015;
  • Rehabilitate 300 existing dumps at the same time as the construction of new landfills;
  • Train stakeholders and make them aware of the household waste issue.

On this occasion, the Minister welcomed the level and quality of cooperation relations between Morocco and the World Bank and thanked Mr Simon Gray, as the Director of North Africa Regional Office Middle East and North Africa for their institution`s support to Morocco in its implementation of key structural reforms. The signing ceremony was attended by Mr. Nizar Baraka, Delegate Minister to the Prime Minister, in charge of economic and general affairs.
