Signature of a Financial Agreement for PARAP II

Mr. Sallaheddine MEZZOUAR, Minister of Economy and Finance, met with Mr. Bruno DETHOMAS, Ambassador, Head of the European Commission delegation in Morocco, on Friday November 21st, 2008 in the ministry`s head office. The meeting was convened to sign a 73 million financial agreement to finance PARAP II (Programme of Consolidation and Further Extension of the Administration Reform and Public Governance). The Secretary General of the Ministry in charge of Modernization of the public sector and the director of Civil Service Department were present at the meeting.

During this ceremony, Mr. MEZZOUAR expressed his satisfaction concerning the excellent cooperation between Morocco and the European Commission. He also added that the Moroccan government is firmly committed towards modernizing public governance as it strongly believes that public administration reform is a strategic priority for the government to carry out its ambition of regionalization and integration in world economy.

Mr. DETHOMAS highlighted the positive advances that Morocco has achieved in the field of modernizing its public sector structures both at the level of budgetary and human resource management. He also stressed the European Commission`s commitment to assist the Moroccan experience which he qualifies as a model that other countries in the region could follow.

As to the Secretary General of the Ministry in charge of the Public Sector Modernisation, he underlined Morocco achievements in the field modernizing of public governance. He, for example, mentioned the effort undertaken to stabilise administration costs, improvement in the quality service provided to the citizen and improvement of public service transparency through simplifying administrative procedures and fighting corruption. Mr Secretary General said, however, that additional effort is needed in relation to civil servants` salaries, deconcentration and regionalisation and finally accompanying mechanisms for civil servants` mobility.

PARAP II, which is also backed up by World Bank and African Development Bank, is part of modernization of public governance. It aims the following objectives:
- Dispose of a modern administration capable of contributing to the country`s competitiveness and sustainable development, and at the same time sustainability of the macro-economic framework.
- Deliver the best quality service with the least cost.
- Develop and consolidate the decentralisation and deconcentration process, necessary for the implementation of a proximity service that responds to the preoccupation of the populations.
- Reaffirm the strategic role of sustainable policy of human resources management as a vector of a modern, efficient, responsible and national administration.
