The cooperation agreement ratified in July 2006 by the Department of Public Enterprises and Privatization (DEPP), at the Ministry of Economy and Finance, and the Agency for International Technical Cooperation (ADETEF) is considered a success story. Such was the outcome of the closing meeting held on April 11th, 2008 at the headquarters of the (DEPP). The meeting brought together the three concerned parties: (DEPP), (ADETEF) and the Economic Commission of the French Embassy.
Entitled "Helping the Kingdom of Morocco Improve the Management of its Public Participations," this agreement provides for the strategic and methodological study of three issues: The management of the state profile, the conversion of state owned firms into limited firms (TSA) and the strategic study of the highway sector (ADM).
These studies have been conducted jointly by French experts of the (ADETEF) and their Moroccan counterparts through meetings as well as visits in Morocco and France. Following these studies, these experts issued reports on the three issues mentioned above, together with a comprehensive progress report on various stages of the cooperation
During this meeting, Mr. Abdelaziz TALBI, in his capacity as head of the (DEPP), expressed his satisfaction as well as that of his collaborators, with the way the Cooperation is proceeding. He also underscored the valuable contribution this cooperation programme made to the department he is heading (DEPP).
As to the highway sector, Mr. TALBI highlighted the numerous benefits of the technical financial model devised within the framework of the agreement and finalized by the mechanism of the (DEPP) and the management of the Moroccan Highway Office. In fact, this model is in itself a concrete result of the study involving the highway sector since it provides the Moroccan Administration with an assistance tool in areas of decision making and training.

With respect to the management of the state portfolio and Morocco?s participations, Mr. TALBI expressed the will of the Ministry of Economy and Finance to improve the role of the state as a stakeholder and boost the returns of its financial assets.
Regarding the conversion of state owned firms into limited firms (TSA), the director of (DEPP) affirmed that the examination of the Moroccan experience in this domain; an experience that has been informed by that of France, allowed Morocco to build on the teachings acquired and set the broad guidelines for a genuine guide. This guide should offer a better grasp of issues raised in the economic climate, as well as a good command of the process and the transformation procedures of the legal framework. It should also enhance the implementation of actions related to this process.
All in all, the satisfactory outcome of this cooperation should provide an incentive for both parties to consider in a closer and more decisive manner, the prospects of collaboration on other issues and matters in the hope of improving the efficiency and sound corporate governance of public enterprises.
