Launching a training programme on management and analysis of public project

The opening session of the training programme on management and analysis of public projects organized by the Ministry of Economy and Finance in collaboration with the World Bank Institute, took place on March 13th ,2008 at the Ministry`s headquarters.

Mr. Abdeltif LOUDIYI, the Secretary General of the Ministry of Economy and Finance, thanked the World Bank executives in charge of the implementation of the programme for their genuine efforts to make it a success. He said that a good number of the Ministry?s staff would benefit from this training programme, allowing them to acquire the necessary skills needed for a good project financial analysis. He expressed the wish to see this programme officially institutionalized to ensure its continuation, and reinforce the MEF capacity to potentially extend this expertise to other ministerial departments.

In his turn, the World Bank representative indicated that there was a link between this training programme and the strategic objective of improving the work tools to better understand the impact of public policies. To this effect, she stated that this training would allow trainees to acquire the capacity to assess the efficiency rate of a project in its early stages.

Mr.Abdeltif BENNANI, Director of Budget, called for the institutionalization of such training and indicated that he expressed his preference for result-oriented budget management; hence the complete adherence to the spirit of reform initiated by the Ministry of Economy and Finance.

Mr. Omar FARAJ, Director of human resources General and Administrative Affairs Director (Directeur des Affaires Administratives et Generales), reminded the participants that this training seminar was organized under the aegis of the Ministry?s Institute of Finance (IDF). He added that this first seminar would be a genuine test for the Institute and would be at the heart of the reforms carried out by the Ministry. He also indicated that the number of trainees on this programme would eventually become experts, in their respective departments, and would provide the necessary training sessions and disseminate the acquired skills to other departments. Mr. FARAJ also thanked ISA (The Higher Institute of Administration), which kindly offered its premises to host this training programme and for its collaboration on the different projects that the Ministry of Economy and Finance had been conducting.

When M. Yahaya DOKA, one of the three World Bank trainers, was asked about the training programme content, he mentioned the three scheduled modules: "Project Management" "Financial and Economic Analysis", and "Assessment and Follow up".
