Launch of the Expanded Public Consultation on the Draft Moroccan Green Financial Taxonomy
This public consultation aims to collect the observations, comments, and proposals of stakeholders and the interested public in order to enrich the draft taxonomy and contribute to its finalization.
This strategic initiative, carried out with the technical support of the World Bank and Expertise France, of the Agence Française de Développement Group, forms part of the operationalization of the Climate Finance Development Strategy by 2030 and the acceleration of the implementation of Morocco’s international climate commitments, particularly those included in the new NDC 3.0 and the National Low-Carbon Strategy (NLCS 2050).
The Moroccan Green Financial Taxonomy constitutes a common reference framework for classifying economic activities considered green, based on predefined scientific and technical criteria that make it possible to better identify climate investment opportunities and improve risk management by the financial sector.
In this first phase, it covers sectors with a high climate impact, particularly energy, transport, and industry. It aims to provide public stakeholders, financial institutions, investors, and public and private enterprises with a harmonized framework enabling the identification of activities and investment projects that contribute to the objectives of climate change mitigation and adaptation to its effects.

This public consultation aims, in particular, to gather stakeholders’ contributions regarding:
- The proposed technical criteria for the covered activities;
- The clarity of the framework and its ease of use by the relevant stakeholders;
- The arrangements for the gradual implementation of the taxonomy;
- The support, clarification, or improvement needs to facilitate its use.
