8th Edition of the Conference of Public Finance Institutes

The Ministry of Economy and Finance of the Kingdom of Morocco organized, on May 18 and 19, 2026, in Rabat, the 8th edition of the Conference of Public Finance Institutes (CIFP), under the theme: “Data exchange and information sharing: drivers of transparency and performance in public finance governance.”

​Held within the framework of the annual conferences of the Network of Public Finance Institutes of Africa, the Middle East and the Caribbean (RESIFIP), this edition brought together senior officials, experts and representatives of Public Finance Institutes, financial administrations of the network’s member countries, as well as partner institutions and international organizations.
In a context marked by the acceleration of digital transformation and the emergence of artificial intelligence, the conference highlighted the strategic role of data as a major lever for modernizing public finance governance. Discussions emphasized the growing importance of data exchange mechanisms and the interconnection of information systems in strengthening administrative performance, improving the transparency of public action and consolidating citizens’ trust in public institutions.

The proceedings of this 8th edition were structured around two thematic panels dedicated respectively to:

 * Public finance data management in support of administrative performance;

 *  The contribution of new data processing and analysis technologies to strengthening transparency in public finances.

Through the sharing of experiences from the Kingdom of Morocco, Burkina Faso, Côte d’Ivoire, the Central African Republic, Senegal, Rwanda, the Democratic Republic of the Congo, France, the Republic of Benin, as well as the Arab Planning Institute, participants highlighted the transformations undertaken by financial administrations to take advantage of emerging technologies — artificial intelligence, data science, visualization tools and digital platforms — in order to improve forecasting capacities, optimize the steering of public finances and promote more accessible and reliable dissemination of public information.

The discussions also made it possible to showcase the best practices developed by RESIFIP members in the fields of digital governance and the enhancement of public data. In this regard, the Moroccan experience illustrated the progress achieved by the Ministry of Economy and Finance, particularly in the areas of dematerialization, interoperability of information systems, integration of digital tools in public finance management and budget transparency.

This conference was organized with the valuable support of the Moroccan Agency for International Cooperation and with the assistance of the Islamic Development Bank and Expertise France, reflecting a shared commitment to promoting cooperation, innovation and the sharing of expertise in support of more efficient, transparent and sustainable public financial governance.

The General Assembly of the Network was held on the morning of May 19, 2026, under the chairmanship of the Director of Administrative and General Affairs of the Ministry of Economy and Finance of the Kingdom of Morocco. It was marked by the accession of three new members, namely: the Financial Training Center of Djibouti, the Treasury Training Center of Madagascar and the Public Finance Training Center of the Republic of Guinea.
The Assembly was also marked by the signing of several partnership agreements between the Institute of Finance (MEF-Morocco) and the representatives of the network’s member institutions, notably those of the Republic of Madagascar, the Republic of Djibouti, Burkina Faso and the Republic of Guinea, as well as with the General Directorate of Public Finances (France) and the Arab Planning Institute of Kuwait.
