The meeting of the Board of Directors of the Agency for the Promotion and Development of the Economic and Social Affairs of the Northern Prefectures and Provinces of the Kingdom, in its fourteenth session, was held on Tuesday, May 12, 2026, in the city of Rabat, under the chairmanship of the Minister of Economy and Finance, Mrs. Nadia FETTAH.
In her opening speech, the Minister emphasized the commitment behind His Majesty King Mohammed VI, may God assist him, in implementing the royal high development vision, which called for the adoption of a new generation of development projects and reforms that respond to the expectations of the population and strengthen social and economic attractiveness and territorial balance. She also praised the positive role of the Agency in the development dynamic and the acceleration of projects at the level of the regions and provinces of the North.
The agenda of this session included the presentation of the Agency’s activity report for the year 2025, during which the Director General of the Agency, Mr. Mounir El Bayousfi, gave a detailed presentation indicating that the Agency continued during this period to implement its strategic platform approved during the thirteenth session of the Board of Directors. During the year 2025, the Agency succeeded in increasing the number of projects to 4,031, an increase of 89 projects, including regional development program projects, horizontal programs, and major structuring programs. The total cost of the projects implemented also increased from 51.895 to 52.408 million dirhams, representing an increase of approximately 513 million dirhams. The overall completion rate reached nearly 87%, which is an increase of 2% compared to the year 2024.
In addition, the Agency approved, during this period, 188 contracts with a total cost exceeding 797 million dirhams. The Director General also presented a summary of the financial accounts for the same period, as well as the Agency’s action plan for the year 2026 and the development prospects for the period extending from 2027 to 2029, through which the Agency aims to continue performing its role in promoting and stimulating economic and social development in the Northern prefectures and provinces of the Kingdom. An amount estimated at 5.2 billion dirhams has been allocated to it through a multidimensional program comprising fifth main axes:
- First axis: Continuing the implementation of major structuring programs.
- Second axis: Priority territorial qualification.
- Third axis: Improving the social services provided to citizens.
- Fourth axis: Strengthening the territorial investment offer and encouraging economic integration.
- Fifth axis: Rural development program for the benefit of collective communities and neighboring areas.
At the conclusion of the meeting proceedings, the participating members of the Board of Directors expressed their readiness to cooperate and unify efforts in order to ensure the success of this program and achieve the desired economic and social development targets.
