Consultation meeting with the presidents of the parliamentary groups and groupings of both chambers of Parliament regarding the draft amendment of the LOF

As part of the institutional dialogue launched around the draft amendment of Organic Law No. 130.13 relating to the Finance Act (LOF), a meeting was held on Tuesday, September 23, 2025, under the chairmanship of Mr. Fouzi LEKJAA, Minister Delegate in charge of the Budget, with the presidents of the parliamentary groups and groupings, and in the presence of the Minister Delegate to the Head of Government in charge of Relations with Parliament.

​This meeting follows the holding of various joint meetings with the Finance Committees of both chambers of Parliament, during which the Minister had presented the Government’s vision for the reform of the LOF. At the end of the last meeting, held on July 3, 2024, parliamentarians had been invited to submit their observations and proposals regarding the amendments presented.

The meeting of September 23, 2025, was thus devoted to the presentation by the Minister of a synthesis of the contributions from the parliamentary groups and groupings, as well as the Government’s position, the responses provided, and the adjustments adopted in light of the proposals put forward.

The presidents of the parliamentary groups and groupings welcomed the participatory approach and the consultation framework established, highlighting the quality of the dialogue initiated, the consideration of their proposals, as well as their active involvement in the development of a modernized legal framework for the consolidation of budgetary governance, the preservation of public finance balance, and the strengthening of their sustainability.

On this occasion, the Minister reaffirmed his commitment to pursue this dynamic of dialogue, listening, and co-construction with institutional partners, while providing the necessary clarifications to the concerns raised by parliamentarians during the debate. The Minister further emphasized that this approach falls within the unwavering conviction of collective responsibility in the governance of public finances, which calls for collective mobilization around major reform projects under the enlightened leadership of his majesty the king, may God assist him.
