Intense Activities of the Moroccan Delegation Led by the Minister of Economy and Finance at the Spring Meetings of the WBG and IMF, from April 21 to 26, 2025


A delegation led by Mrs. Nadia FETTAH, Minister of Economy and Finance, traveled to Washington to participate in the 2025 Spring Meetings of the World Bank Group (WBG) and the International Monetary Fund (IMF), held from April 21 to 26, 2025, in Washington, D.C.

The WBG and IMF Spring Meetings host several official institutional meetings, including:

(i) the meeting of the Joint Development Committee (DC) of the WBG and IMF,
(ii) the meeting of the International Monetary and Financial Committee (IMFC),
(iii) meetings of the African Consultative Group with the President of the WBG and the Managing Director of the IMF, and
(iv) the ministerial meeting of MENA countries with the IMF Managing Director, as well as bilateral meetings with senior officials from the WBG, IMF, and other international organizations, and high-level events (roundtables and panels) addressing topics related to global economic and financial priorities.

Regarding the DC meeting, as a Governor member representing our country group within the Committee, which includes Morocco, Afghanistan, Algeria, Ghana, Iran, Pakistan, Libya, and Tunisia, Mrs. Nadia FETTAH delivered a statement dedicated to the DC's agenda topic: "Jobs: The Path to Prosperity."

In this context, the Minister called upon the WBG to support governments in making employment a national priority. Mrs. FETTAH also emphasized the importance of a comprehensive "Employment Roadmap" with targeted initiatives, measurable milestones, and reforms aimed at accelerating digitalization and reducing informality.

Mrs. FETTAH expressed support for the WBG's three-pronged strategy to address the employment challenge by:
(i) creating the necessary conditions for productive work; 
(ii) fostering private-sector-led growth through good governance and sound policies; and 
(iii) mobilizing private capital for economic expansion and job creation.

The Minister also participated in the IMFC meeting, during which members highlighted the complex challenges facing the global economy, while stressing the need for concerted policy actions at national and international levels to ensure stability and promote sustainable and inclusive growth.

Bilateral and Cooperation Meetings:

On the sidelines of the Spring Meetings 2025, Mrs. Nadia FETTAH held bilateral meetings with senior officials from the WBG and IMF.

Her meeting with Mr. Ousmane DIONE, Vice President of the World Bank for the MENA region, provided an opportunity to discuss various aspects of financial and technical cooperation between Morocco and the WBG, and prospects for strengthening this cooperation, particularly regarding private sector support, improving the business climate, and creating quality, sustainable, and inclusive jobs in Morocco.

Furthermore, the Minister met with Mrs. Laura JARAMILLO, the new IMF mission chief for Morocco. Discussions focused on the cooperation relationship between Morocco and the IMF and Morocco's expectations of the institution. This meeting also addressed the upcoming IMF "Staff Visit" mission scheduled for September 2025, which will cover the evaluation of the national economic situation, adopted or planned economic policies, and specific studies, including the impact of new reciprocal tariffs on Morocco's export competitiveness and regional value chains.


Mrs. FETTAH also held discussions with Mr. Jun Mizuguchi, Japan’s Executive Director at the IMF. Madam Minister reviewed the reforms undertaken by Morocco and recent developments in the national economy. In terms of African bilateral cooperation, the Minister participated in a high-level meeting between the Government of the Central African Republic and development partners. During the meeting, Mrs. FETTAH reaffirmed her support for the Central African Republic’s development and emphasized the need for collective commitment from development partners to ensure the success of the 2024-2028 National Development Plan (NDP), aimed at achieving prosperity across the African continent.

Additionally, during her meeting with Mr. Abdourahmane SARR, Minister of Economy, Planning, and Cooperation of Senegal, the two officials discussed the development prospects of investment flows between the two countries, emphasizing the importance of increasing exchanges between the private sectors to identify partnership and investment opportunities, particularly in promising sectors such as renewable energy, infrastructure, industry, and agriculture.

Moreover, Mrs. FETTAH's meeting with Mr. Situmbeko MUSOKOTWANE, Minister of Finance and National Planning of the Republic of Zambia, was an opportunity to explore ways to strengthen bilateral economic relations and establish more dynamic economic cooperation through concrete initiatives, including increased meetings between the private sectors of both countries and the establishment of joint projects with a regional dimension and significant economic and social impacts.

Roundtables, Panels, and Meetings:

The Minister participated as a panelist in four high-level events organized on the sidelines of the Spring Meetings.
At the roundtable on "Boosting SME Financing to Foster Growth and Job Creation," Mrs. FETTAH highlighted the strategic role of SMEs as key drivers of economic growth and job creation in Morocco. She presented public efforts to improve SME financial inclusion and the support mechanisms established to facilitate their development.

The Minister of Economy and Finance emphasized the achievements under the Intelaka program, which supports the creation phase of SMEs, noting that by the end of 2024, the program had guaranteed loans totaling 10.3 MMDH for the benefit of 34,391 companies, with more than 120,000 jobs expected to be created.

During the high-level event organized by the Center for Global Development (CGD) on "Financing Early Childhood Care, Development, and Education," Mrs. FETTAH stressed the crucial importance of investing in early childhood for a country's economic and social development. She highlighted Morocco’s commitments in expanding preschool education over the last decade to achieve universal coverage.

At the event "Women Lead Breakfast," Mrs. FETTAH shared successful Moroccan initiatives for women's economic empowerment and discussed key challenges to facilitating their access to the labor market. She advocated for integrating gender equality as a central and urgent pillar of sustainable development, economic innovation, and social cohesion worldwide.

In addition, at a meeting organized by the American think tank Hudson Institute, the Minister outlined Morocco's strategic advantages. In particular, she highlighted its connectivity and its position of stability in the region. In addition, Mrs. FETTAH asserted that the Kingdom, with its geographical location, political stability and modern infrastructure, is ideally placed to serve as an essential link between Africa, Europe and the United States.

The Minister of Economy and Finance also highlighted the progress made by the Kingdom of Morocco over the past twenty-five years. Under the far-sighted leadership of His Majesty King Mohammed VI, may God assist him, the country has worked to establish solid institutions and build world-class infrastructure. 


These efforts, involving ports, airports, roads and freeways, are currently being continued and intensified in preparation for the next major sporting events, namely the African Cup of Nations and the co-hosting of the World Cup in 2030.
