At the headquarters of the Ministry of Economy and Finance, the Directorate General for National Security (DGSN) and the Judicial Office of the kingdom (AJR) signed, Wednesday, February 26, 2025, a partnership agreement aimed at strengthening their cooperation and lasting coordination in the areas of defending the State's interests before the courts and managing and preventing litigation.
The agreement also aims to develop capacities and exchange legal expertise and advice in order to strengthen administrative service and boost public confidence in the public administration, according to a joint press release from the DGSN and the AJR.
Signed by the Minister of Economy and Finance, Mrs. Nadia FETTAH, the Director General of National Security and Territorial Surveillance, Mr. Abdellatif Hammouchi, and the Kingdom's Judicial Agent, Mr. Abderrahman Lamtouni, this agreement aims to establish a reference framework and an organizational basis designed to strengthen cooperation between the DGSN and the AJR in areas and questions of common interest. It includes the management and prevention of litigation and the definition of related risk mapping, adds the same source.
Moreover, this involves defending the State's interests before the courts, as well as strengthening bilateral cooperation in the scientific fields of training, skills development and human resources capacity building.
This agreement defines the commitments of the signatory parties, in particular the coordination of defense procedures and the monitoring of the execution of judgments in favor of the DGSN and its officials, as well as the consecration of defense rights. The aim is to ensure the application of the principle of “Protection of the State” guaranteed to police officers who are victims of physical and verbal aggression in the course of their duties.
To ensure optimum implementation of this institutional partnership, the agreement sets up a Steering Committee to oversee the development of joint action plans and define the main directions of this cooperation, supported by a Technical Committee tasked with supporting practical measures to implement the approved action plans, and designing future projects to consolidate this cooperation.
This agreement illustrates the determination of both parties to develop their institutional cooperation in the public interest, through the exemplary management of legal disputes, the implementation of joint action plans to prevent them, and the setting up of precise mechanisms to ensure optimum defense of the interests of public service police officers.
