Visit of OECD Secretary-General: Closure of Country Programme II and discussion of the Economic Survey of the Kingdom of Morocco

The Head of Government, Mr. Aziz Akhannouch, accompanied by the Minister of Economy and Finance, Mrs. Nadia FETTAH, and the Secretary General of the Organisation for Economic Co-operation and Development (OECD), Mr. Mathias Cormann, launched, Wednesday September 11, 2024, in Rabat, the discussion on the main conclusions of the first Economic Survey of the Kingdom of Morocco.

​On his first official visit to Rabat, the OECD Secretary-General presented the key findings of this study. It analyses Morocco's economic performance in the face of global and domestic challenges, while offering growth prospects and strategic recommendations. This study provides Morocco with a strategic tool equivalent to that of the OECD member countries. It was carried out by Morocco's economic desk at the OECD, whose work began on February 20, 2023.

Moreover, this study is in line with the Kingdom's strategic orientations, under the impetus of his majesty king Mohammed VI, may God assist him. It opens up important perspectives to support the reform agenda and the structuring projects underway, responding to critical issues such as water stress, employment policies, particularly for young people, social protection reforms, investment and the improvement of human capital. The results were discussed during a high-level panel, addressing various dimensions such as territoriality, productivity, the informal sector and the economic inclusion of young people.

At the event, Mr. Aziz Akhannouch and Mr. Mathias Cormann took stock of cooperation between Morocco and the OECD, marking the end of the second phase of Morocco's Country Program, signed on June 19, 2019. This program has successfully supported the implementation of the Kingdom's structuring reforms. A new Memorandum of Understanding has been signed to strengthen collaboration between the OECD and Morocco on new strategic priorities.

On the bangs of this ceremony, a technical workshop was held, bringing together representatives, experts from several departments, reference institutions, academics and journalists, to discuss the conclusions of the economic study with the OECD experts.

The Morocco Desk at the OECD    

The mission of the Morocco Geographic Office is to prepare, according to a specific methodology and precise procedures:

  • The OECD Economic Survey of Morocco, based on a cross-sectional analysis, supported by solid international comparisons and encouraging the sharing of experience.

  • Economic forecasts, published in autumn and spring, accompanied by a country note summarizing recent developments and the two-year outlook, as well as reform priorities. These forecasts are published as part of the OECD Economic Outlook.

  • An assessment of ongoing structural reforms, using economic, social and environmental performance indicators. These analyses are published in the Going for Growth report.

The office also hosts Moroccan executives seconded by the government to facilitate knowledge sharing between the OECD and the Moroccan government.

OECD-Morocco Country Program

The first phase of the Country Program, from June 2015 to July 2018, aimed to support strategic actions in various areas such as investment, trade, public governance, education, employment, and the promotion of socio-economic reforms.

The second Country Program, signed on June 25, 2019 and in force until September 25, 2024, aims to advance the reforms undertaken by Morocco in several areas of public policy. It comprises 14 thematic actions grouped into four pillars: Public Governance, Integrity and the Fight against Corruption; Economic Growth, Investment and Taxation; Strengthening Human Capital; and Territorial Development. The program is designed to strengthen Morocco's participation in OECD bodies.

The Country Program signed between Morocco and the OECD, whose implementation is coordinated by the Head of Government, is ambitious and flexible, reflecting the desire of both parties to take their cooperation to higher levels. It should be noted that Morocco is the first country in the MENA region and on the African continent as a whole to benefit from such a program, consolidating its position as a dynamic and privileged the OECD partner in Africa.
