As part of the discussion of the 2024 Finance Bill before the House of Representatives, Mrs Nadia FETTAH, Minister of Economy and Finance, presented, Thursday November 9th 2023, the Ministry of Economy and Finance's draft sectoral budget to the Finance and Economic Development Committee.

In the first section on the Ministry's main achievements, the budget execution situation for the year 2023 was presented, supported by the main achievements at the level of the Ministry's budget programs. This includes particularly the implementation of the provisions of the 2023 Finance Act under customs taxation and tax reform, the continuation of public procurement reform, the creation of the "Special Fund for the management of the effects of the earthquake that affected the Kingdom of Morocco", in addition to the continued mobilization of the Special Fund for the management of the "Covid-19" Coronavirus pandemic.

Mrs FETTAH also highlighted the work carried out in other areas, notably improving the governance and structuring of public enterprises and establishments, continuing to implement the State budget, supporting and encouraging investment, mobilizing financing resources, pricing and competition policy, and supporting investment and public facilities, as well as continuing to work on administrative decentralization within the Ministry and supporting the governance of public finances.

The Minister also made a presentation on the development of the Ministry's human resources and the strengthening of the gender approach, as well as the implementation of the action plan of the Foundation for Social Works for the Ministry Personnel.

Moreover, the Minister reported on the Ministry's efforts to organize the 2023 Annual Meetings of the World Bank Group and the International Monetary Fund, which took place between October 9 and 14, 2023 in Marrakech, and were attended by over 12,500 personalities, including 186 finance ministers and 115 central bank governors, representing 182 countries.

The second part of the presentation focused on the main measures of the sector budget for 2024. The actions programmed for 2024 focus on the major projects and reforms launched by his majesty the king, may God assist him. It concerns in particular the acceleration of the generalization of social protection, the continued implementation of the general reconstruction and rehabilitation program for areas affected by the Al Haouz earthquake, the implementation of the national economic recovery plan, through the operationalization of the Mohammed VI Fund for Investment and continued support for entrepreneurship and investment promotion, the continued reform of public institutions and companies, and the pursuit of tax and pension reform.

The Minister emphasized the importance of completing the reform of public procurement, strengthening the governance of public finances, and working on competition, pricing and compensation.

Finally, the Minister insisted on the development of human resources within the Ministry and the implementation of the social strategy of the Foundation for Social Works for the Ministry Personnel, as well as the strengthening of institutional communication.
