Blue Economy: 2nd World Bank Supervision Mission

The Ministry of Economy and Finance and the World Bank jointly carried out a supervision mission of the Blue Economy Results Program (PPR BE) in March.

This mission was marked by various meetings with partners and field visits mainly in the regions of Oriental and Tangier -Tetouan -Al Hoceima.

Led by the Ministry of Economy and Finance (MEF) through its Program Management Unit (PMU), the objective of this supervision mission was to conduct a detailed review of the performance of (PPR BE) and the progress made; from a financial, institutional and environmental & social perspective.

The field visit began with the fishing village Tibouda in Nador, located in the heart of the Cape of Three Forks, the most prominent point of the Mediterranean. This site will be established as a Marine Protected Area (MPA) in order to safeguard coastal and marine species and ecosystems. The delegation also visited a cooperative of seaweed farming implemented in Marchica (Nador) as well as fish farms in Cap de l'eau and Mdiq.

Furthermore, the team held a working session with Mr. Mohamed Mhidia, Wali of Tangier Tetouan Al Hoceima, Governor of the Prefecture of Tangier. This session was an opportunity to present the development program of the blue economy, its issues and its challenges and emphasize the central role of the regions for the successful implementation of the program. Mr. Wali assured the mission of his support and willingness to accompany the blue economy program at the level of its territory. A meeting was also held with Mr. Rabiah El Khamlichi, Director General of Services of the Tangier Tetouan Al Hoceima Regional Council, about the Regional Development Program 2022-2027 as well as projects related to the Blue Economy.

During this mission, the PMU presented the progress of the blue economy program, including the creation of the Interministerial Commission for the Development of the Blue Economy (CIDEB) through a circular of the Head of Government (Circular 03/2023 of February 07th 2023). During the meeting held with the General Direction of Local Authorities (DGCT), Mrs. Leila Hammouchi, Governor Director of Local Public Services has highlighted the importance of territories in the promotion of the blue economy and informed of the sending of a specific circular of the Minister of the Interior addressed to walis, governors and presidents of regional councils

At the end of the mission, the World Bank team congratulated the various partners as well as the PMU for all the work accomplished since the beginning of this program and made recommendations on the next activities.
