On February 28 and March 1, 2023, the Ministry of Economy and Finance, the World Bank, the African Development Bank, the European Union and the Agence Française de Développement launched the third exercise of the Public Finance Management Systems Performance Assessment Program "PEFA" during a workshop on the program.
This workshop is part of the assessment of public finance management in Morocco with the objective of measuring the progress made in this area since the last PEFA exercise in 2016. This exercise should also serve as a basis for the Government to monitor and implement reforms in the field of public finance.
In an effort to harmonize evaluation methods, the PEFA (Public Expenditure and Financial Accountability) framework has become the international standard for evaluating public finances. Its objective is to present, at a given point in time, an overview of the public finance management system and to measure its performance on the basis of evidence.
In 2019, the PEFA Secretariat developed a streamlined approach to the process, known as "Agile PEFA" that largely follows the same approach as the standard PEFA process. The main difference is that the steps have been streamlined and the timelines reduced to ensure that the assessment is completed in the shortest time possible.
In addition, for the first time in Morocco, the 2023 assessment will cover an additional framework: the Gender PEFA.
In Morocco, the Ministry of Economy and Finance is leading this program with the support of the World Bank, the African Development Bank, the European Union, and the Agence Française de Développement. The program involves all ministerial departments, institutions at the central and regional levels, and public institutions and enterprises.
The first day of the "Agile PEFA" workshop was dedicated to the general presentation of the program and the PEFA frameworks, followed by a discussion session with the participants. The second day was dedicated to the finalization of the Concept Note.
