Mrs. Nadia FETTAH, Minister of Economy and Finance, chaired today, Wednesday 25 January 2023, a meeting of the Board of Directors of the National Social Security Fund for its December 2022 session.

In her speech on this occasion, the Minister noted the major role of all the actors of the National Social Security Fund to ensure the success of the Royal strategic project of generalization of social protection.

This is achieved through the acceleration of the implementation of the legislative and regulatory framework related to this project which allowed the "universalization" of the basic compulsory health insurance within the given time.

In this context, the Minister recalled the efforts made by the Fund to support the increase in the total number of its insured persons, which rose from 7.8 million to more than 23.2 million citizens during the year 2022, with the inclusion of 3.68 million self-employed persons and their dependents, and the 9.4 million beneficiaries of the basic compulsory health insurance scheme for persons unable to pay the contribution fees.

To successfully complete this project, the Minister noted the creation of more than 1,400 additional positions within the Fund, the conclusion of partnerships with local institutions, the opening of 47 new agencies for proximity, the launch of 45 mobile agencies, the creation of 8,000 contact centers to register self-employed workers and 2,000 contact points to receive AMO files. At the same time, services are provided through a set of platforms and modernized electronic applications.

The Minister also mentioned the positive indicators of the year 2022 which testify, in turn, to the efficiency in the management of the General Scheme and the Basic Compulsory Health Insurance Scheme for the benefit of private sector employees.

In this context, Mrs. Nadia FETTAH mentioned the achievements related to the General Scheme with the increase in the number of employees declared to the Fund to 3.6 million. Benefits increased to reach 25.3 billion dirhams and the number of employees whose situation has been regularized following the control and inspection operations doubled to reach about 50,000 employees in 2022.

Concerning the Basic Compulsory Health Insurance Scheme, the Minister noted the increase in the number of beneficiaries to more than 9.8 million and the contributions due to 9.2 billion dirhams. In addition, the average delay of the processing and reimbursement of files was improved to be no more than 8 days for the insured and 14 days for the care providers.

The agenda of this Board meeting covered a series of points including the approval of the action plan and budget of the Fund for the year 2023, the reform program of its medical units and the digital transformation project considered as a fundamental lever for improving performance and benefits provided by the Fund.
