Mrs. Nadia FETTAH, Minister of Economy and Finance, together with Mr. Fouzi LEKJAA, Minister Delegate in charge of the Budget, presented, Tuesday, November 8th 2022the sectoral budget of the Ministry of Economy and Finance to the Committee on Finance and Economic Development, as part of the discussion of the Finance Bill 2023 before the House of Representatives.
Under the first heading relating to the Ministry's main achievements, the budget execution situation for the year 2022 was outlined, supported by the most important achievements in the Ministry's budgetary programs. This particularly includes the implementation of the provisions of the 2022 Finance Law and the monitoring of the execution of the State budget, the continuation of measures and actions to mitigate the impact of the Covid-19 pandemic on the national economy. It also covers the continuation of the tax reform and that of the public order, the accompaniment and the incentive to investment, the mobilization of financing resources, the improvement of the governance and the structuring of the companies and public establishments as well as the policy of the prices and the competition
The presentation also detailed the progress of the administrative decentralization within the Ministry, the strengthening of good governance, simplification of procedures and digitalization as well as the progress made by the Ministry in the field of energy efficiency.
The development of the Ministry's human resources and the strengthening of the gender approach were also emphasized, together with the implementation of the action plan of the Foundation of Social Works of the Ministry’s personnel
The second half of the presentation covered the main measures of the sectoral budget project for the year 2023. Hence, the actions programmed in 2023 focus on the major projects and reforms launched by His Majesty the King, May God assist him. This, particularly, includes those relating to the acceleration of the generalization of social protection, the implementation of the plan to revive the national economy, through the operationalization of the Mohammed VI Fund for Investment, the continuation of the reform of public establishments and companies. It also involves the operationalization of the national agency in charge of the strategic management of the State's holdings and the continuation of the support to entrepreneurship and the encouragement of investment as well as the continuation of the tax reform and pension schemes.
Lastly, the presentation highlighted the importance given to the pursuit of the policy of price support, competition and compensation, the strengthening of good governance, the development of human resources, in addition to the implementation of the necessary mechanisms for the implementation of the social strategy of the Foundation of Social Works of the Ministry.
