Blue Economy: Creation of the Nudge Unit within the Ministry of Economy and Finance

Under the Blue Economy program, the World Bank is supporting the Ministry of Economy and Finance in integrating behavioral sciences into the formulation and implementation of public policies related to this sector through the creation of a unit called the "Nudge Unit".

A new public management approach is emerging in Morocco that of integrating behavioral sciences in the formulation and implementation of public policies, thereby encouraging individuals to make the "right decisions" on vital issues such as: energy consumption, public transportation, road safety, food, education, savings, tax payment...

The countries that have embraced this approach have done so by creating a "Nudge Unit". This trend is spreading in OECD member countries, in various institutional forms. A World Bank and OECD annual report describes the experiences of countries developing such an approach. Morocco could be the first African and Arab country to be included in this report.

In this perspective and within the framework of the Blue Economy Program, the World Bank has deployed technical assistance to the Program Management Unit (PMU) in charge of the Blue Economy, which is located in the Budget Department, as well as to other departments of the Ministry of Economy and Finance (MEF).

A ten-session capacity-building action is carried out by the World Bank behavioral experts. The first session was held on Wednesday, October 26, and attended by representatives of MEF and UM6 SS.
